Summary & Background
Department of Public Works requests approval of a no cost change order with Trident Construction Group, LLC. to amend the Mechanical Specifications and Contract Duration.
Scope of Work:
On August 18, 2021 the Fulton County BOC approved a contract award to Trident Construction Group (Atlanta, GA) for the renovation of the existing Aircraft Rescue Firefighting Facility (ARFF). At that time, the agreed upon completion timeline of the work was 210 calendar days.
Since issuance of the contract, the ongoing pandemic has had an increasingly adverse impact on the construction supply system, resulting in delivery delays and supply availability. Therefore, we are requesting the following contract amendment in order to meet these extraordinary circumstances.
1. Remove Item #23-8126 - Heating, Ventilation and Air Conditioning HVAC-Split System Air Conditioners- Carrier 35E Single Duct Terminal from the base bid.
2. Replace with Item #23-8126 - Hitachi Single Split Ducted 9K-36K BTU Primary Inverter Series.
3. Amend the overall contract time from 210 days to 270 days to allow for delivery and set up of the emergency generator.
Public Works staff agrees with these changes to the contract and these changes will not change the overall cost of the project.
Community Impact:
The work will be completed on current Airport property, so no direct impact to the community is expected.
Department Recommendation:
Department of Public Works recommends approval of a no cost change order to adjust the mechanical specifications and to extend the contract time by 60 days.
Project Implications:
If not approved, the mechanical system will be late in arrival due to supply chain issues caused by the Pandemic, thus delaying the project construction. Additionally, the emergency generator will not arrive within the specified contract time as a result of supply issues caused by the Pandemic.
Community Issues/Concerns:
None have been expressed nor are any expected due to the work being done on the airfield.
