Total amount to be awarded is $858,971.00. Authorize the Chairman to disburse funds, execute and administer 2024 CDBG contracts and related documents consistent with the federal program regulations and this Board action.
On June 6, 2024, the Board of Commissioners approved Item # 24-0440 to accept the CDBG FY 2024 award from the U.S Department of Housing and Urban Development (HUD) in the amount of $1,254,257 and Resolution to authorize the adoption and approval of the 2024 HUD Annual Action Plan which provides a concise summary of actions and activities to be carried out each year to address the priority needs and specific goals identified in the Consolidated Plan.
CDBG GY 2024 projects were determined using a formal application process. A 2023 -2026 grant year grant application was released to municipalities on September 8, 2021, for a 27-day period. CDBG virtual application technical assistance (TA) workshops were held on September 29, October 12, and October 19, 2021, via Zoom.
Scope of Work: The Department of Community Development’s 2024 HUD Approved Annual Action Plan outlines eligible CDBG projects and activities that will be carried out by contractual agreement as detailed below:

Community Impact: One of the Department of Community Development’s main methods of supporting low- to moderate-income citizens is through the use of CDBG grant funds, which are allocated to eligible subrecipients in Fulton County outside the City of Atlanta.
Department Recommendation: Approve the requested action.
Project Implications: CDBG projects and activities enhance the quality of life for low to moderate income citizens in Fulton County (outside the City of Atlanta).
Community Issues/Concerns: The Community Development Block Grant (CDBG) Program funds community development activities aimed at building stronger and more resilient communities. Public hearings were held on February 12, 2024, and March 11, 2024, during which no community concerns were raised.
Department Issues/Concerns: If the requested action to execute the 2024 CDBG contracts is not approved, it will negatively affect the scope and range of services the County can offer to low- to moderate-income populations in Fulton County.
