Request approval of a recommended proposal - Office of the County Manager, 21RFP206340K-BKJ, Jail Feasibility Study in an amount not to exceed $1,199,545.00 with a joint venture of STV Architects, Inc., and TreanorHL, Inc. (STV/TreanorHL) (Atlanta, GA), to provide a feasibility study to evaluate options for the Fulton County Jail as well as, on-site headquarters for the Sheriff’s Office Jail Administration operations. The term of the contract shall be for an 18 month period or until contract completion as determined by the County. The Final Report shall be completed and submitted to the County within nine to twelve months of the issuance of the Notice to Proceed. The contract will commence as of the date the Notice to Proceed (NTP) is issued. (APPROVED)

The Jail Feasibility Study will analyze and identify the long-term options for the jail that would include refurbishing and/or expansion of the current facilities, purchasing/leasing an existing facility or constructing a new jail. Identify financing options including traditional and non-traditional funding mechanisms. Among the factors to be analyzed are state of the art 40-year build for the future space planning, demographic trends/drivers, current and expected approaches to pretrial incarceration, and service/support requirements.
Scope of Work: The Consultant will work with the County Manager’s Office, the Sheriff’s Office and other County staff to conduct a review of the adult correctional system and identify the appropriate strategy for housing pretrial detainees. The results of this analysis will determine the need for additional and/or replacement beds by bed type in the adult correctional system. This analysis will identify the cost, staffing, and time impact of identified options. The analysis must comply with American Correctional Association (“ACA”) requirements.
The purpose of this project is to assess the overall needs of County’s jail services and evaluate the feasibility of a new facility, purchased facility or improvements to the existing facilities to address the long-term needs of Fulton County.
The following are the overall objectives for this project:
• Assess future and long-term service and space needs.
• Conduct innovative space programming and design to address the long-term needs of the County.
• Determine best location for a new facility.
• Project overall cost and identify possible financing options.
• Insure the County is informed of the best possible options.
• Provide comparative analyses of benchmark counties/jurisdictions.
• Best practice thought leadership on design and program modeling.
The recommendation should meet the following goals:
• Meets future and long-term needs.
• Incorporates demographic trends/forecasts
• Provides a “best practices” approach to pre trail incarceration
• Details the pros/cons, challenges of each alternative evaluated
Community Impact: The construction of a new jail will allow for upgraded housing, better medical capabilities, and additional space/capability for diversion and rehabilitation programs.
Department Recommendation: Recommends approval.
Project Implications: The feasibility study will provide a detailed analysis and recommendation on the best approach to housing Fulton County Jail detainees. The implications for the jail and associated programs will be significant for all of Fulton County.
Community Issues/Concerns: The study will address many of the community’s concerns around care of detainees, diversion resources, medical services and other issues impacting pre-trial incarceration.
Department Issues/Concerns: The selected vendor will need to develop and manage a robust community engagement process with key stakeholders.
Contract Modification: This is a new procurement.
