Request renewal of a Sub-Recipient Agreement between the Fulton County Sheriff’s Office and Justice Solution, as the research evaluator to develop strategic plan and project planning and implementation for the Department of Health and Human Services SAMSHA Grant. Effective September 30, 2021 - September 29, 2022 with no renewal options remaining. The cost of the contract shall not exceed $56,250.00. This contract is 100% grant funded. The Sub Recipient Justice Solutions, Inc. was named in the SAMSHA Grant as the research evaluator that will contract with Fulton County Sheriff. During the planning phase, Justice Solutions, Inc. designed and conduct an analysis of the exiting systems and target population, aided in developing data-sharing agreements and implementing ACTS Software to sync with Odyssey, finalize the baseline the recidivism rate unique to the target population and forecast the number of eligible participants to guide case management and treatment flow, and produce findings to aid in the development of the County’s Strategic Plan and the project Planning and Implementation Guide. Justice Solutions will continue to implement an evidence-based reentry unit in the jail for pre-release services; design and conduct an evaluation of the process and outcomes consistent with the Model Transition to Jail Community (TJC); and produce a final report including recommendations for future implementation of the County’s Strategic Plan.
Scope of Work: This grant will be used to address the challenges posed by re-entry and reduce recidivism for individual reentering communities from incarceration.
