In accordance with Resolution No. 16-1011, dated November 2, 2016 which provides that the County Manager and the Finance Department are directed to allocate and utilize BeltLine PILOT payments for capital improvements in accordance with the Library Master Plan.

Summary & BACKGROUND The Fulton County Library System request approval to use Beltline TAD Funds to provide Program Management Services and Construction Services for the completion of Phase II library projects.
Scope of Work: The Fulton County Library System request approval to use Beltline TAD Funds in the amount of $998,000.00 for continued Program Management Services and Construction Services of remaining Phase II library projects. Program Management Services will extend from January 1, 2023, through December 31, 2023.
Beltline TAD Funding Available:

• $11,382,116.30 TAD Funds remaining for use
Community Impact: This request involves construction on libraries located in communities throughout the County. The successful completion of these libraries will impact communities across the County.
Department Recommendation: The Fulton County Library System recommends approval of this request to use Beltline TAD Funds for continued Program Management Services to complete construction of Phase II Library Capital Improvement Program projects.
Project Implications: The cost of the requested service will be funded using TAD funds; therefore, it will not impact the County, DREAM or Library operations.
Community Issues/Concerns: None of which the Department is aware.
Department Issues/Concerns: This request is important to the Department. The County lacks capacity to perform Program Management Services required to manage construction on multiple library construction projects concurrently along with other construction items.
