Request approval of a recommended proposal - Superior and State Courts, 22RFP052A-CJC, Jury Management System, in an amount not to exceed $298,000.00 with Jury Systems Incorporated (Simi Valley, CA) to provide and implement a cloud-based jury management system (“JMS”). The contract will commence as of the date indicated in the Notice to Proceed (NTP) and shall continue until the sooner of (a) a period of 12 months; (b) Final Acceptance; or (c) the Agreement is terminated as provided herein. Summary & Background
Superior and State Courts recommend approval of Jury Management System to provide and implement a cloud-based jury management system.
The Georgia Council of Superior Court Clerks (“GCSCC”) through the Official Code of Georgia Annotated (“O.C.G.A.”) and the Jury Composition Rule are required to devise and place into operation a plan for random juror selection of grand and petit jurors. Said plan shall be designed to meet the requirements of Georgia statutes, in particular O.C.G.A. § 15-12-40.1 et. seq. Each clerk shall obtain its county master jury list from GCSCC. The GCSCC shall disseminate, in electronic format, a county master jury list to the respective clerk once each calendar year.
The master jury database shall be the database that produces the random jury list for the selection of venire, petit, or grand jurors for the Superior and State courts, including removing the names of deceased persons as well as minors from the master jury database to produce random jury lists for the courts.
The Fulton County Superior Court is the largest and busiest court in the State of Georgia. The Jury Services Division provides jury management services to 20 Superior Court Judges and 10 State Court Judges. The Court strives be a trendsetter and takes the lead in current innovative jury system processes and practices, while offering its constituents greater access and more enhanced customer service experience.
Scope of Work: Jury Systems Incorporated will provide a cloud-based jury management system which will allow staff to create random jury pools for summonses, trial panels, and grand jury panels. The system will also be used for inputting and storing jurors’ biographical data, the tracking of the granting or denying of excusals, exemptions, and deferrals from jury duty. Additionally, the system is used for juror check-in, attending jurors, and processing juror payments.
This is a new system and in accordance with County Purchasing Code Section 102-386 regarding intellectual property, the anticipated useful life of the intellectual property is a minimum of 10 years and the anticipated annual cost for maintenance & support agreement, service agreement and licensing fees in order to maintain the intellectual property over its useful life is estimated to be $232,000 annually beginning 2024.
Community Impact: The jury management system is a critical component in allowing the citizens of Fulton County the opportunity to participate in the judicial system as required by law.
Department Recommendation: Superior Court Administration recommends approval of this contract.
Project Implications: The Jury Management System is used for the creation and maintenance of all records and documents necessary to summon, qualify, manage, and pay jurors for services as per the requirements of the Georgia Statutes regarding jury duty.
