Request approval of a contract between Fulton County, Georgia and the Atlanta Regional Commission (ARC) for the Fulton County Department of Senior Services to serve as the subgrantee and provider of alternative senior transportation services. Services will be provided to Fulton County residents age 60 and above in an amount not to exceed $365,700.00. Funding is provided through the Federal Transportation Administration (FTA) Human Service Coordination Research (HSCR) grant which includes a $121,922.00 match, effective dates July 1, 2020 through December 31, 2021. The Department of Senior Services recommends approval.
Fulton County cannot directly access the FTA HSCR Grant funds because it is not classified as a direct recipient with FTA. The Atlanta Regional Commission is a direct recipient and available to partner with counties to act on their behalf and access grant funds. The Board of Commissioners approved a MOA between Fulton County Government and the Atlanta Regional Commission on July 8, 2020 (Item #20-0481) to establish this partnership. A subsequent agenda item was developed in April 2021 to amend the MOA scope (Item #21-0357).
A requirement of direct recipients is to submit an application and obtain approval in the Transit Awards Management System (TrAMS) used to draw down grant dollars. A new contract between the direct designee and subgrantee is required after TrAMS approval is obtained by ARC. This contract is a result of that requirement and will include the previously approved MOA and scopes.
Scope of Work: Fulton County Department of Senior Services will coordinate Uber and Lyft transportation services for senior residents. The Department will provide driver training and develop partnerships with organizations serving the aging population in support of transportation referrals. ARC will access federal funds and conduct billing on behalf of Fulton County.
Community Impact: This agreement will benefit eligible Fulton County seniors aged 60 and above and challenged with a disability.

Project Implications: ARC will serve as a stakeholder in this project as the Atlanta Urbanized Area’s Metropolitan Planning Organization. The project will cover cost for up to 553 trips per month and 26 registration fees at $15.00 per month.
