Summary & Background: Request approval to enter into subrecipient agreements with the non-profit agencies identified in Attachment “A” as part of the HUD Youth Homelessness System Improvement (YHSI) initiative in the total amount of $1,316,889.24. YHSI funding aims to improve the systems serving at-risk youth experiencing homelessness, increase youth outreach and engagement, create youth-specific connections to services, develop region-wide partnerships including education, child welfare, and juvenile justice and improve data systems and information sharing. These grants will be utilized over a 30-month period.
Scope of Work: The HUD-approved subrecipients of the YHSI grant are responsible for supporting system-level improvements rather than providing direct services. Their work is focused on enhancing coordination, planning, and capacity within the local youth homelessness response system. Key responsibilities include - System Coordination: Supporting the development of a more integrated and responsive system by working across sectors such as housing, education, child welfare, and behavioral health. Youth Engagement: Facilitating youth leadership and incorporating the voices of youth with lived experience into planning and decision-making processes. Data and Evaluation Support: Strengthening data sharing and tracking among partners to identify gaps, evaluate system performance, and inform decision-making. Capacity Building: Enhancing the capacity of local organizations and agencies through training, technical assistance, and infrastructure support to better serve youth at risk of or experiencing homelessness. Strategic Planning Partnerships: Collaborating with lead agencies to develop and implement a coordinated community plan that outlines strategies and measurable goals for ending youth homelessness. The City of Atlanta CoC is a partner in the YHSI program.
