This recommendation is to increase the spending authority to cover expenses incurred in fiscal year 2021. The alternative senior transportation program experienced a steady increase in registrations and number of rides provided in the 4th quarter, 2021. The requested authority is to cover the increase in ridership and expenses from November 2021.
Scope of Work: Common Courtesy develops partnerships with local
Transportation Network Companies (TNC’s), e.g., Uber, Lyft or any combination of providers to establish dispatch/concierge services for senior residents of Fulton County aged 60 and above. The scope entails implementation of an automated system that orders trips from both mobile applications and/or desktops for operators as needed. The system tracks routes from beginning to end of the trip to ensure a level of security for the senior riders. The contractor provides monthly invoicing along with detailed reports of senior usage. Eligible Fulton County seniors who qualify will pay $1.00 cost share per trip, receive up to 16 trips per month and may travel within a 15 mile radius.
Community Impact: This service began as a pilot in November 2017 providing 412 trips for 25 riders. Year over year analysis from 2020 to 2021 indicates increased ridership by 52%. The participation level in October 2021 was 1,623 riders and 12,154 trips were provided. The alternative senior transportation program has enabled senior residents to remain engaged in their communities and access trips to pharmacies, doctor appointments and other activities that support daily living.
Department Recommendation: The Department recommends approval.
