Pursuant to 24 C.F.R. Section 91.505 and 24 C.F.R. Section 91.200, the Housing and Urban Development (“HUD”) allows amendments to the consolidated plan and annual action plans: (1) where there are changes to funding allocations or changes to the method of distribution of funds; (2) to carry out an activity and using funds from any program covered by the consolidated plan not previously described in the action plan; and (3) to change the purpose, scope, location, or beneficiary of an activity.

Summary & Background
Request approval of a substantial amendment to Fulton County’s 2022 Annual Action Plan and authorization to enter a Community Development Block Grant (CDBG) contract with cities (College Park ($90,000), East Point ($170,000), Fairburn ($311,850), Hapeville ($65,000), Palmetto ($239,425) and Union City ($311,850)) to deliver community development activities. Total award amount is $1,188,125.00. Authorize the Chairman to disburse funds, execute and administer 2022 CDBG contracts and related documents consistent with the federal program regulations and this Board action.
On August 3, 2022, the Board of Commissioners approved Item # 22-0538 to accept the CDBG FY 2022 award from the U.S Department of Housing and Urban Development (HUD) in the amount of $1,382,965.00, and a Resolution to authorize the adoption and approval of the 2022 HUD Annual Action Plan which provides a concise summary of actions and activities to be carried out each year to address the priority needs and specific goals identified in the Consolidated Plan.
Scope of Work
Thru a substantial amendment, the Department of Community Development proposes to add specificity to the annual action plan by outlining the eligible projects and activities that will be carried out by each city as detailed below.
Public comment on the 2022 Action Plan Substantial Amendment, and proposed CDBG projects was solicited for 30-days (January 25, 2023, until February 24, 2023). No comments were received.

Community Impact: One of the Department of Community Development’s principal avenues for providing support for low to moderate income citizens is with the use of CDBG grant funds to municipalities outside the city of Atlanta.
Department Recommendation: Approve the requested action.
Project Implications: CDBG projects and activities enhance the quality of life for low to moderate income citizens in unincorporated Fulton County.
