The Fulton County District Attorney and Sheriff request approval of Subrecipient Grant Contract between Georgia Emergency Management and Homeland Security Agency (“GEMA/HS”), an agency of the State of Georgia (“State”), the FY24 Georgia Gang Activity Prosecution Grant (Grant) and Fulton County, Office of District Attorney and Fulton County Sheriff, named as a sub-recipients in the Grant in an amount not to exceed $73,149
Scope of Work: The Fulton County District Attorney and Sheriff Fulton are requesting GAP funding for ongoing support and maintenance of Formulytics, gang tracking software, for existing accounts with the Fulton County District Attorney and the Atlanta Police Department and funding to deploy Formulytics for the Fulton County Sheriff, the Alpharetta Police Department, the Roswell Police Department, and the College Park Police Department. The Fulton County Collaboration believes equipping additional law enforcement agencies with Formulytics will augment the resources directed toward gang violence reduction. The deployment across the additional law enforcement agencies will fill in gaps regarding the criminal organizations we have been tracking and provide further connections between our internal agencies and neighboring jurisdictions. We believe these investments will translate into additional gang warrants/prosecutions, the most essential tool to combat gang violence.
Community Impact: The Georgia Bureau of Investigations (GBI) estimates that gang criminal enterprise is responsible for 70-90% of all violent crimes, and the Federal Bureau of Investigations (FBI) estimates there to be at least 50,000 gang members in metro-Atlanta. Atlanta, the capital of state of Georgia, is the largest city in Fulton County, which is the largest county in the state with a population of more than a million residents (1,075,472). Fulton County has 15 municipalities and 5 of its destination cities host conventions and sporting venues for NFL, NBA, and WNBA teams but these communities are victimized by gang violence.

Project Implications: Gang crime has occurred throughout Fulton County regardless of each city’s boundaries. To successfully combat gang crime, it is imperative that law enforcement and prosecutorial agencies have the tools needed to sift through thousands of social media posts, texts, and images effectively and efficiently, organizing the information to make connections. Formulytics establishes a framework of best practices for organizing gang intelligence and prosecution creating risk-driven, capabilities-based strategic plans that outline high-priority needs relating to gang activity prosecution. The program helps us better understand the most violent gangs and gang members operating in our community and the crimes they are associated with. It gives local law enforcement investigators a helpful “paint by numbers” approach through automatic pattern detections and link analysis which assembles good gang cases, particularly critical when government resources are stretched thin.
