The initial term of contract for construction shall be Five Hundred and Sixty (560) calendar days from the issuance of the Notice of Proceed (NTP). Summary & Background: This request is in response to the aging elevator systems having recurring failures at a high rate and continuing safety concerns.
Lerch Bates, Elevator Consultant, was secured to perform a site review and assessment of the existing elevators at the Fulton County Jail, 901 Rice Street, Atlanta, GA, 30318 on January 6, 2025. Existing elevator equipment conditions were evaluated to determine suitability for reuse in conjunction with the proposed modernization. Lerch Bates provided an Elevator Modernization Survey, which presented findings to support modernization of the aging Jail existing elevator equipment.
Scope of Work: This contract provides all labor, engineering, tools, materials, supervision, transportation, appurtenance and equipment necessary for the modernization of nine (9) elevators (3 hydraulic and 6 traction elevators) at the Fulton County Jail, 901 Rice Street, Atlanta GA 30318.
These requirements include but are not limited to the following:
• Perform phased modernization of nine (9) elevator systems (3 hydraulic and 6 traction elevators) with phased logic aligned with approved project schedule
o 3 Hydraulic Elevators - #1, #8, #9
o 6 Traction Elevators - #2, #3, #4, #5, #6 and #7
o TKE's schedule logic and staffing assumptions are based on three dedicated crews:
§ Crew 1 for the hydraulic path
§ Crew 2 for the visitation traction path
§ Crew 3 for the inmate traction path
• Furnish and install equipment as specified in contract specifications utilizing new and modified equipment; removal of existing equipment staging, modifying hoist ways and machine rooms. Work will be carried out in compliance with ASME, NFPA and ADA Specifications.
• Complete final engineering surveys for each machine room, hoistway, pit, retained component, power source, security integration point, and condition required to finalize shop drawings
• Release layouts, equipment schedules, fixture details, code and interface information, and other required submittals for County and consultant review.
• Mobilize teams and establish staging, protection, barricades, signage, temporary lighting, debris removal processes, and daily work controls.
• Perform modernization scope of work per the specifications for each elevator in the approved sequence, including demolition, installation, wiring, integration, adjustment, testing, cleanup, and readiness for consultant and authority-having-jurisdiction (AHJ) review.
• Perform code pre-testing, authority-having-jurisdiction (AHJ) acceptance testing, consultant final compliance review, owner closeout, training, and turnover of wiring diagrams, MCP, parts information, keys, interface tools, and diagnostic access.
• Interim Maintenance: Perform interim preventive maintenance from mobilization until each unit is removed from service and continue interim maintenance on completed units until the group is complete and warranty maintenance begins.
• Warranty Maintenance: Perform one-year warranty preventive maintenance with 24/7 emergency callback support after final acceptance.
• Warranty Parts/Labor: This contract provides a warranty for parts and labor at no cost to the County for the first year following completion of work.
• Security Coordination: Finalize site security procedures one to two months prior to mobilization with the DREAM and the Sheriff's Office, including badging, escort protocols, loading dock access, approved travel routes, tool restrictions, secure storage, and the Tool Control / Inventory Form.
• Staging: Supply, maintain, and secure the required storage container and manage material flow through the approved loading dock area
Preliminary Projected Schedule:
This project scope of work will be performed in phases and the total cost for Modernization and Upgrade is $4,422,342.00.
Community Impact: This impacts the community by ensuring safe and reliable elevator operation for Sheriff’s Office staff, contract employees, and citizens.
Department Recommendation: The Department of Real Estate and Asset Management recommends approval of the TK Elevator proposal to provide all labor, engineering, tools, materials, supervision, transportation and equipment necessary for the modernization of nine (9) total elevators consisting of three (3) hydraulic and six (6) traction elevators) at the Fulton County Jail.
In accordance with the Purchasing Code, a duly appointed Evaluation Committee reviewed the proposals submitted on behalf of the Department of Real Estate and Asset Management. The three (3) qualified firms that submitted proposals for evaluation and consideration for award of this project were:
1. Oracle Elevator Holdco Inc.
2. Otis Elevator Atlanta
3. TK Elevator
After review, evaluation and consideration of all available information related to the requirements and evaluation criteria of the RFP, the Evaluation Committee determined that the proposal submitted by TK Elevator with a total score of 83.55% for award recommendation of the #25RFP042925K-JA - Jail Elevator Modernization and Maintenance Services Project.
The project management is coordinated by the Department of Real Estate and Asset Management and the Elevator Consultant.
Project Implications: The intent of this service to improve all Fulton County Jail elevator reliability and safety while adhering to all applicable codes and regulations. This contract will facilitate the necessary modernizations/upgrades resulting in more reliable and safe equipment.
Community Issues/Concerns: The County takes all measures to ensure safe and efficient elevator access for County’s citizens to include persons with disabilities.
Department Issues/Concerns: If this proposal is not approved, the County does not have the capacity, or the expertise, to perform the needed Jail Elevator Modernization scope of work.
Contract Modification: This is a new procurement.
