Request approval of a recommended proposal - Department of Public Works, 21RFP131557K- DB, Design/Build Service for Big Creek Water Reclamation Facility (WRF) Standby Generator System Project in the amount $12,879,472.00 with Georgia Power Company (Atlanta, GA), to provide a standby generator system during the design and construction of the Big Creek Water Reclamation Facility (WRF) Standby Generator System Project. Standby generators are required as part of the on-going Big Creek WRF Expansion project to provide power to all components of the facility during loss of power events. Effective upon issuance of Notice to Proceed for 431 consecutive calendar days. (APPROVED)

In accordance with the State of Georgia O.C.G.A. §36-91 Georgia Local Government Public Works Construction Law, all competitive sealed proposals (RFPs) for public works construction projects (CM at Risk, Construction PM, D/B Projects) costing $100,000 or more shall be forwarded to the Board of Commissioners for approval.

Summary & Background: Department of Public Works recommends approval to award to the lowest responsible bidder, Georgia Power Company.
Scope of Work: The contract will provide standby generators during the Design/Build Service for Big Creek Water Reclamation Facility (WRF) expansion project. Standby generators are required as part of the on-going Water Reclamation Facility (WRF) Expansion project to provide power to all components of the facility during peak flow conditions. The Design-Build project includes a standby generator system rated for 12,470V and the new main switchgear.
This procurement is pursuant to state law, Georgia Local Government Public Works Construction Law. Discussions were conducted with responsible and responsive offerors who submitted proposals determined to be reasonably susceptible of being selected for award. Offerors were accorded fair and equal treatment with respect to any opportunity for discussion and revision of proposals, and such revisions were permitted after submissions and prior to award for the purpose of obtaining the best and final offers. The County is recommending award to the lowest cost based on the Best and Final Offers received.
Community Impact: Potential impact exists by interrupting wastewater treatment service to major parts of the county if loss of power occurs at the Big Creek Plant.
Department Recommendation: Department of Public Works recommends approval of the recommended proposal, Georgia Power Company.
Project Implications: Failure to approve the award of this contract will result in the Big Creek Water Reclamation Facility (WRF) with no backup generators during the completion of this project to provide power in case of a power loss event.
