Request approval to amend the Community Development Block Grant CV-3 contract with the City of South Fulton ($330,000.00) to extend the contract end date from December 31, 2023, to December 31, 2024, and increase the amount of rent, mortgage, and utility assistance to allow program participants to receive a maximum of six months of assistance per household. The County Attorney is authorized to approve the contracts as to form and make changes thereto prior to execution. (APPROVED UPON ADOPTION OF THE CONSENT AGENDA)

On September 11, 2020, the Board of Commissioners approved a Resolution to accept the Coronavirus Aid, Relief and Economic Security Act (CARES Act) CDBG COVID 19 CV-3 award of $1,710,860 (Agenda Item# 21-0373) to prevent, prepare for, and respond to the coronavirus pandemic for Fulton County’s low to moderate income citizens.
The CDBG COVID 19 CV-3 existing agreement to assist the City of South Fulton to respond to citizens in need of rent, mortgage and or utility assistance ($330,000) has an expiration date of December 31, 2023, with a $3,000 maximum assistance cap per citizen. The City of South Fulton has determined the need for individual households is greater and has requested to amend the contract to allow up to a maximum six months Covid assistance per household for rent, mortgage and or utility assistance. In addition, it is requested to extend the contract end date from December 31, 2023 to December 31, 2024.
Scope of Work: Extend the CDBG Covid 19 CV-3 agreement time period from December 31, 2023 to December 31, 2024, and remove the monetary maximum amount per household of $3,000 to allow a maximum of up to six months of assistance per household.
Community Impact: Community Development Block Grant (CDBG) funding will help the City of South Fulton sustain and support low to moderate income communities during the COVID-19 pandemic.
Department Recommendation: Approve the requested action.
Project Implications: Approval of the contract amendment will allow the City of South Fulton to continue assisting individuals and families in need.
