Georgia Green Grounds Care, LLC was initially awarded the contract for (A) North Fulton Sites under 24RFP103124C-MH, General Landscaping and Lawncare Services for Countywide Facilities, to provide comprehensive grounds and turf management to include routine landscape maintenance, design and installation, arborist, and landscape architect services for 20 sites located in the North Fulton area in the amount not to exceed $278,000.00 on May 7, 2025, as Item #25-0351, effective June 1, 2025 through December 31, 2025, with two renewal options.
Georgia Green Grounds Care, LLC was recently acquired by Russell Landscape Group and there has been a significant reduction in service performance resulting in an unsatisfactory performance rating of 50% (see Exhibit 3). The County representative has addressed concerns on several occasion due to lack of performance and understanding of the Scope of Work. On August 11, 2025, the County provided Russell Landscape Management a copy of a PIP (Performance Improvement Plan) that outlined specific areas of concern (i.e., an inability to adequately plan and execute Scope of Work/Terms and Conditions set forth according to the ITB and failure to submit billing for regular routine maintenance) (see Exhibit 4).
Russell Landscape Group also failed to submit the required documents to obtain BOC approval of the name change from Georgia Green Grounds Care, LLC to Russell Landscape Group to reflect the entity’s correct name on the County’s contract documents in accordance with Purchasing Code Section 102-420, contract modifications.
Because of these actions, the County has reduced Georgia Green/Russell’s responsibilities to minor landscape maintenance services and routine clean-up of areas on an as-needed basis in the North Fulton area through the end of the initial contract term (December 31, 2025). The County will also not exercise any Renewal Term option with Russell Landscape Group dba Georgia Green Grounds Care, LLC due to this unsatisfactory performance, and according to Article 9. Contract Term, b. Renewal Terms, this term shall be deemed the “Ending Term”, with no further contractual obligation to be released at the initial term of December 31, 2025.
Now, the Department is requesting that ReIMAGE General Contractors, LLC, be awarded the contract and assume full landscape maintenance responsibilities for (A) North Fulton Sites beginning January 1, 2026. ReIMAGE is currently providing landscape maintenance, design and installation, arborist, and landscape architect services for 86 County sites to include Fulton County Executive Airport-Charlie Brown located in (B) South Fulton areas and has performed outstanding (100% overall rating) and highly competent as a Landscape Contractor for the Department of Real Estate and Asset Management as stated in their performance report (Exhibit 2).
Scope of Work: General Landscaping & Lawn Care Services Include:
• Spring/Fall Cleanup: April & November
• Turf Maintenance; Removing debris, seeding, aeration, vermicide
• Mowing of Properties: Turf shall be at a height of 2 to 2.5 inches
• Mulch: Mulch depth from two (2) inches to three (3) inches.
• Shrubs and Tree Plant Maintenance: Necessary prune, trim, and cleaning
• Weed Control and Fertilization
a. Annual/Perennial/Shrub Beds
b. Paved Surfaces
c. Stone/Mulch Areas
• Design and installation of turf grass and others hardscape
• Reseeding
• Irrigation System Maintenance
• Monthly report (visual documentation-before and after photos)
• Quality Assurance/Control program
• Airport (additional reporting)
Community Impact: Enhance the professional appearance of County facilities.
Department Recommendation: The Department of Real Estate and Asset Management recommends approval.
Project Implications: This contract amendment will allow ReIMAGE General Contractors, LLC to provide all the necessary all labor, equipment, transportation, and materials to provide full general landscaping, maintenance, and lawn care services for (A) North Fulton Sites beginning 2026.
Community Issues/Concerns: None that the Department is aware.
Department Issues/Concerns: If this contract amendment is not approved, DREAM will not have the resources necessary to perform consistent landscape maintenance services.
