Request approval to enter into a Subrecipient Agreement between Fulton County, Georgia and The Urban League of Greater Atlanta, Inc. in an amount not to exceed $1,200,000.00 to administer Fulton County’s Tenant Based Rental Assistance (TBRA) program; authorizing the Chairman to execute the Agreement and related documents; and authorizing the County Attorney to approve the Agreement and related documents as to form and make any necessary modifications thereto prior to execution. The term of the Agreement is upon BOC approval through July 31, 2028, with one two-year renewal option. This item is 100% grant funded. (APPROVED UPON ADOPTION OF THE CONSENT AGENDA)

On May 6th, 2026, the Board of Commissioners approved Agenda Item 26-0236, the recommendation of proposal, 25RFP1501517B-RT, in the amount not to exceed $1,200,000.00 with the Urban League of Greater Atlanta to carry out the administration of the County’s Tenant Based Rental Assistance Program.
Scope of Work: The Urban League of Greater Atlanta will administer Fulton County’s Tenant-Based Rental Assistance (TBRA) Program. Through this program, eligible households with very low, low, or moderate incomes can receive temporary rental assistance, security deposits, and utility support. The TBRA Program is funded through the HOME Investment Partnerships Program. Each year, Fulton County receives an allocation of HOME funds from the U.S. Department of Housing and Urban Development (HUD) to support housing-related services for residents.
Community Impact: The TBRA program will provide rental, security deposit, and utility assistance that will help low and very low-income individuals and families afford housing.
Department Recommendation: The Department requests approval of the recommended action.
Project Implications: The program will expand access to affordable housing to very low, and low-to-moderate incomes citizens in Fulton County, outside the City of Atlanta.
Community Issues/Concerns: There are no community concerns identified.
Department Issues/Concerns: If the requested action is not approved, it will adversely impact the scope and range of housing assistance the County is able to provide to very low, and low-to-moderate income residents in Fulton County.
