Requirement for Board Action

Code of Georgia 36-10-1 states that all official contracts entered into by the County governing authority with other persons on behalf of the County shall be in writing and entered in its minutes.

Summary & Background The Emergency Solutions Grants (ESG) program assists people to quickly regain stability in permanent housing after experiencing a housing crisis and/or homelessness.

ESG funds may be used for street outreach, emergency shelter, homelessness prevention, rapid re-housing assistance, Homeless Management Information System (HMIS), and administrative activities.

The Community Assistance Center, City of East Point, North Fulton Community Charities, and Youth Empowerment have requested an amendment of their approved ESG contract activities and The Drake House has requested an amendment to its goal and scope of work.

Funds are being moved from Emergency Shelter and Rapid Rehousing to support the Homeless Prevention line item.

Scope of Work:  

Approve the following Actions:  1.) ESG 2019 Action Plan Amendment and the related Subrecipients’ contracts (see the chart that is below) for the following ESG activities: Emergency Shelter (ES), Rapid Rehousing (RR), Homeless Prevention (HP), and Fulton County Match (FC Match). 2.) Amend The Drake House contract’s goal and scope of work from “update the kitchen and bathrooms in all the apartments of the short-term, crisis-housing program at no cost the families in the program” to shelter maintenance.

The public notice for the ESG-19 Action Plan Amendment draft was posted on the Fulton County and Department of Community Development’s web pages on February 23, 2021, through March 2, 2021, for public review and comments.

 

The funding line associated with the grant is 461-121-ES19-1160.

 

Community Impact: Emergency Solutions Grant (ESG) funding will help the County provide additional homeless and homeless prevention services for low and moderate-income citizens.

 

Department Recommendation: The approval of the requested actions will help the Subrecipients provide needed homeless COVID-19 and related services.
