Summary & Background (First sentence includes Agency recommendation. Provide an executive summary of the action that gives an overview of the relevant details for the item.)

Approve contract amendments for the City of College Park and the City of East Point.

On September 11, 2020, the Board of Commissioners approved a Resolution to accept the Coronavirus Aid, Relief and Economic Security Act (CARES Act) CDBG CV-3 award of $1,710,860 (Agenda Item# 21-0373) to prevent, prepare for, and respond to the coronavirus pandemic for Fulton County’s low to moderate income citizens.  All CDBG CV-3 funds initially awarded have been exhausted.

A balance of CDBG CV-3 unobligated funding is available in the amount of $152,855. Using an application process, the Community Development Block Grant (CDBG) program solicited proposals for these funds.  The City of College Park and the City of East Point were the only two respondents and they are being recommended for funding as noted below:

Community Impact: CARES Act CDBG funding will help the County provide additional services for its low and moderate-income citizens

Department Recommendation: Approve the requested action.

Project Implications:  Approval for the use of these additional funds will allow the cities of East Point and College Park to continue providing emergency assistance to Fulton County citizens who reside outside the City of Atlanta.

Community Issues/Concerns:  There are no issues or concerns.

Department Issues/Concerns: The CDBG COVID grant expires December 31, 2023.  Funds not expended by the due date are subject to recapture by Treasury.
