Summary & Background

 

Scope of Work:  The Board of Commissioners, via Agenda Item 21-0355 on May 19, 2021, approved the execution of a Lease Agreement between Fulton County, Georgia (Landlord) and the Board of Regents of the University System of Georgia, a constitutional body of the State of Georgia (Tenant), for and on behalf of Georgia Public Library Services (GPLS).  Pursuant to the Lease, Tenant rents approximately 3,161 square feet of office space at the County’s Central Library, located at 1 Margaret Mitchell Square NW, Atlanta, Georgia 30303, to provide library services for Central Library patrons that are visually impaired and unable to read standard print.  Tenant’s services are essential to promote accessibility to information, independence, equal opportunity, and full participation in daily, educational, and professional activities for individuals that are visually impaired.

 

 

 

The Lease will expire on June 30, 2026, and Tenant submitted a request to the Fulton County Department of Real Estate Asset Management (DREAM) to amend the Lease to extend its term.  DREAM now requests the Board of Commissioners approve the First Amendment to Lease Agreement with Tenant for the purpose of extending the term for an additional (5) five years.  The First Amendment term shall commence July 1, 2026, and end June 30, 2027, with automatic renewal options for four (4) one-year terms from July 1, 2027, through June 30, 2031, unless earlier terminated pursuant to the Lease.

 

Community Impact: Approval of the Fulton County Board of Commissioners to execute the First Amendment to the Lease Agreement with the Board of Regents of the University System of Georgia will allow visually impaired patrons to Central Library to continue to receive library services from the same location as prior to the renovations of Central Library.  

 

Department Recommendation:  DREAM and Fulton County Library Services recommend approval of the First Amendment to the Lease Agreement between Fulton County, Georgia (Landlord), and the Board of Regents of the University System of Georgia (Tenant), for the purpose of extending the term of the Lease Agreement for an additional five (5) years.  

 

Project Implications:  The Board of Regents of the University System of Georgia leases office space from Fulton County at Central Library to provide library services for visually impaired patrons.  Pending approval, Fulton County will receive dual benefits to include rental revenue and library services for patrons.  Ensuring equal access to library services for people with visual impairments is an essential part of delivering inclusive, equitable service to all members of the public.
