Summary & Background This proposed amendment to the existing Solar Energy Program contract will enable Cherry Street Investment Holding, LLC, (Solar Financing Agent) to provide solar panels to 46 additional county-owned facilities at no cost to the County to the existing Solar Panel agreement.
Cherry Street Investment Holdings, LLC owns and operates the panels, and the county pays a fee for the electricity that is less than what the County pays Georgia Power. Additionally, this amendment includes the specific cost of electricity provided by the battery storage units at the Metropolitan library resilience hub. The County will pay a separate per kilowatt hour fee for the electricity provided by the battery storage system which is still less than the County’s average Georgia Power rate. The battery stored power is only used in the event there’s an extended areawide power outage.
Resilience Hubs are locations community members can go to get information about preparing for and recovering from natural disasters. If there is a power outage in the community, the Resilience Hub at the Metropolitan Library will now have back-up power so that community members can gather indoors, charge their devices, and get information about other resources that are available. The Department of Real Estate and Asset Management anticipates launching the Resilience Hub early next year.
Scope of Work: This contract provides financing of installation and operation of solar technology in which the payments will be based on the performance and output of the solar technology and the County will pay from $0.07 to $0.165 per kilowatt-hour of power generated by solar panels. The rate paid by the County is determined by the year over year pricing in the original contract. The original seven (7) current County facilities are: Alpharetta Branch Library, College Park Regional Health Center, Metropolitan Branch Library, Neighborhood Union Health Center, Northwest Branch Library, Southeast Atlanta Branch Library and Wolf Creek Branch Library.
This request seeks to add Solar Panels at 46 additional designated County-owned facilities to the existing agreement, which will bring the total number up to 53 County facilities.
Community Impact: Increasing the installation and operation of solar technology provides significant benefits including lowering energy costs, reducing carbon footprint, increasing energy independence, boosting property values, minimal maintenance needs, and contributing to a cleaner environment by utilizing a renewable energy source like sunlight. The back-up battery system being installed at the Metropolitan Library will give residents a place to go during areawide power outages.
Department Recommendation: The Department of Real Estate and Asset Management recommends approval.
Project Implications: The Fulton County Sustainability and Resilience Plan has a goal that 25% of county building electricity use will be offset by solar panels by 2030. The additional forty-six (46) facilities will result in 26.5% of County facilities using solar generated power. This contract amendment will establish Fulton County as a regional leader on solar adoption.
Community Issues/Concerns: There are no known issues or concerns.
Department Issues/Concerns: If this contract amendment is not approved, this will delay Cherry Street’s ability to provide installation of solar panels at 46 additional county-owned facilities and the county’s ability to launch the Resilience Hub at the Metropolitan Library. Additionally, without the approval of this amendment, this will impact the original intent, scope, and the related goals of the adopted for Sustainability and Resilience Plan.
