Scope of Work: The Contractor is to continue to provide Exterior Hardscape & Landscape Development @ Pryor Street Entry Plaza located at 141 Pryor Street, Atlanta, Georgia 30303. The Scope of Work shall consist, but not limited to: • Demolition of the Existing Plaza Entrance • Installation of Exterior Electrical/Pedestrian Level Lighting Area • Installation of Exterior Hardscape Construction • Removal of the Existing Fountain and Irrigation • Exterior Landscape to include Installation of Plants and Shrubs This request is to extend existing contract for an additional 54 calendar day’s period for “time only” at no additional cost that was primarily attributable to the Covid-19 Pandemic including multiple subcontractor delays because of work force exposures and quarantines. The contributing delays in manufacturing and deliveries of railing components and artificial turf materials: 1. Three (3) weeks delay with gravel trucks that throw the rock into the site. Due to multiple Covid-19 cases with their drivers which required to follow protocols for quarantine. 2. Two (2) weeks delay in manufacturing of the railing components due to current Covid-19 situations. 3. Five (5) days delay- (OCCRA #1) additional doweling required for the concrete slab. 4. 14 days delay - change in artificial turf materials.
Community Impact: The impact on the community to ensure accessibility for the renovated Courtyard space and providing safe pedestrian/accent lighting.
Department Recommendation: The Department of Real Estate and Asset Management recommends approval to extend existing contract for an additional 54 calendar day period to provide continue Exterior Hardscape & Landscape Development @ Pryor Street Entry Plaza located at 141 Pryor Street, Atlanta, Georgia 30303. This extension will be at no additional cost “time only”, effective from January 7, 2021 through February 28, 2021. The BOC approved the award on April 1, 2020, as Item #20-0258 with JHC Corporation in the amount of $1,583,000, with effective for a period of 225 calendar days upon issuance of the Notice to Proceed. The Contract Agreement was executed on May 14, 2020, and the NTP was issued on May 26, 2020, with authorization to official commence project. This request is to extend the contract for an additional 54 calendar days effective through February 28, 2021, to continue without disruption the completion of Exterior Hardscape & Landscape Development @ Pryor Street Entry Plaza project due to the delays of Covid-19 Pandemic. The Project Management is coordinated by the Department of Real Estate and Asset Management, Project Management Team. The Contractor will work in collaboration with the DREAM Project Management Team.
Project Implications: The intent of this Contract Extension is to allow the Contractor to continue without disruption to complete the Exterior Hardscape & Landscape Development @ Pryor Street Entry Plaza project due to delays of Covid-19 Pandemic.
Community Issues/Concerns: None that the Department is aware of.
Department Issues/Concerns: If this Contract Extension is not approved, the Department will not have the internal resources, materials and the professional expertise necessary to complete the Exterior Hardscape & Landscape Development @ Pryor Street Entry Plaza project.
