Request approval to renew an existing contract Fulton County Juvenile Court, 25RFP1390851A-ST, Accountability Courts Treatment Modalities with Empowerment Resource Center (Atlanta, GA) in the amount of $25,000.00 to provide Accountability Courts Treatment Modalities. This action exercises the first of two renewal options. One renewal option remains. Effective dates July 1, 2026, through June 30, 2027. This contract is 100% grant funded. No county funding is required.

The Fulton County Juvenile Court (FCJC) recommends the contract with Empowerment Resource Center (ERC) for Accountability Courts Treatment Modalities. FCJC is awarded grant funds from the Council of Accountability Court Judges) administered through CJCC (Criminal Justice Coordinating Council. ERC will implement treatment services for the two treatment court programs, HOPE and CHOICIES. The HOPE Program is the court’s Family Treatment Court, and the CHOICES program is the Court’s Juvenile drug treatment court.
Scope of Work: : The Fulton County Juvenile Court (FCJC) requests renewal of a contract to further its mission to rehabilitate children and restore families through the continued provision of accountability courts therapeutic treatment modalities to children and families involved in juvenile drug court and family dependency treatment court. These support services include family/group reintegration and prevention services, as well as individual assessments and evaluations. The Consultant will provide evidence-based treatment for adult participants in Family Treatment Court and youth participants in Drug Court who have been assessed to have a substance use disorder. The treatment provider shall: 1. Provide license, certification(s) and other required documentation to ensure they possess the training, skills and knowledge to provide group and/or individual evidence-based services. 2. Conduct weekly substance use treatment and prevention groups for youth and adult participants. 3. Be responsible for administering assessments to determine a participant’s level of care that aligns with the American Society of Addiction Medicine (ASAM) criteria. 4. Attend weekly and bi-weekly court staffing and review hearings. 5. Attend treatment team meetings as scheduled. 6. Document group schedules, participant attendance and notes in the Connexis case management system weekly. 7. Attend Council of Accountability Court Judges (CACJ) trainings as required. 8. Project Submit monthly invoices to the Program Administrator by the 5th day of the month for services rendered.
Community Impact: Countywide impact includes the provision of therapeutic treatment services to children and families in an effective manner that leads to the successful completion of court ordered supervision conditions; family reunification; and the reduction of juvenile delinquency re-offense rates by providing high quality and high fidelity service delivery for children and families.
Department Recommendation: The Fulton County Juvenile Court (FCJC) recommends renewal of the contract for the implementation of accountability courts treatment services to court involved children and families.
