Summary & Background This proposed amendment to the existing Solar Energy Program contract will enable Cherry Street Investment Holding, LLC, (Solar Financing Agent), to provide battery back-up power and demand management at the Metropolitan Library Resilience Hub at no cost to the County.
The original contract provides solar panels at county-owned facilities at no cost to the County. Cherry Street Investment Holdings, LLC owns and operates the panels, and the county pays a $.07/kWh price for the electricity that is on less than what we pay Georgia Power. We will pay a separate fee for the electricity provided by the battery, which is still less than the County’s average Georgia Power rate. A portion of the battery’s cost is being bought down from a grant for the Resilience Hub.
Resilience Hubs are places that community members can go to get information about preparing for and recovering from natural disasters. If there is a power outage in the community, the Resilience Hub at the Metropolitan Library will now have back-up power so that community members can gather indoors, charge their devices, and get information about other resources that are available. The Department of Real Estate and Asset Management anticipates launching the Resilience Hub early 2025.
Scope of Work: This contract provides financing of installation and operation of solar technology in which the payments will be based on the performance and output of the solar technology and the County will pay $0.07 per kilowatt-hour of power generated by solar panels for seven (7) current selected County facilities: Alpharetta Branch Library, College Park Regional Health Center, Metropolitan Branch Library, Neighborhood Union Health Center, Northwest Branch Library, Southeast Atlanta Branch Library and Wolf Creek Branch Library.
Community Impact: The back-up battery system at the Metropolitan Library will give residents a place to go when the power is out.
Department Recommendation: The Department of Real Estate and Asset Management recommends approval to amend existing contract.
Project Implications: The back-up battery system at the Metropolitan Library will enable the county to pilot operating a Resilience Hub. Lessons learned can be used to open additional Resilience Hubs in other parts of the County.
Community Issues/Concerns: There are no known issues or concerns.
Department Issues/Concerns: If this contract amendment is not approved, this will delay the Cherry Street’s ability to provide battery back-up power and demand management at the Metropolitan Library Resilience Hub. Additionally, without the approval of this amendment, this will impact the original intent, scope, and the related goals of the adopted for Sustainability and Resilience Plan.
