Summary & Background Request approval to amend ESG CARES Act contracts approved by the BOC on October 19, 2022 (Agenda Item # 22-0762), to increase CARES Act award allocations to the following non-profit agencies: Community Assistance Center ($6,258), HOSEA Feed the Hungry & Homeless ($6,258), Poverty 2 Prosperity ($6,258), and Society of Saint Vincent DePaul ($6,258.22)). Total award amount is $25,032.22.
ESG-CV funds must be used to prevent, prepare for, and respond to coronavirus among individuals and families who are homeless or receiving homeless assistance and to support additional homeless assistance and homelessness prevention activities to mitigate the impacts created by coronavirus.
On October 19, 2022, Communities in Schools was awarded $24,654.00 to perform homeless prevention services. The agency returned the funds to the county. Additionally, $378.22 for homeless prevention was returned from 24/7 Gateway, LLC. Total returned ESG CARES Act funding equals $25,032.22
Scope of Work: As the expenditure deadline for ESG CARES Act funding has been extended to September 30, 2023, the Department of Community Development is requesting to reallocate the returned funds in the amount of $25,032.22 as follows:
Community Impact: Emergency Solutions Grant (ESG) CARES Act funding allows the County to provide sub-awards to non-profit organizations that deliver homeless prevention services to low and moderate-income citizens throughout Fulton County (outside the City of Atlanta).
Department Recommendation: The Department of Community Development recommends approval of the requested action.
Project Implications: Approval will allow the Department of Community Development to contract with organizations providing homeless and homeless prevention services. The ESG grant allocation expires on September 30, 2023.
