Request approval of a recommended proposal - Department of Community Development, 20RFP110420A-FB, Environmental Review Assessments for 2020 Community Development with the completion of project environmental reviews for the Emergency Solutions Grant (ESG), Community Development Block Grant (CDBG), and HOME Investment Partnerships Program (HOME) with BluLynx Solutions, LLC, (Atlanta, GA) in an amount not to exceed $19,800.00, to assist the Department of Community Development with the completion of project environmental reviews for the ESG, CDBG, and HOME entitlement grant programs and the GA 502 Fulton County Continuum of Care (CoC) grant programs. Effective upon contract execution through September 10, 2022, subject to renewals during the grant term. This procurement is 100% grant-funded. (APPROVED UPON ADOPTION OF THE CONSENT AGENDA)

Summary & Background
On November 17, 2020, the Fulton County Purchasing Department released a Request for Proposal for project environmental work for the CDBG, CoC, ESG, and HOME programs. Three proposals were received and reviewed by a review committee. BluLynx Solutions received the highest score based on the established evaluation criteria.
BluLynx Solutions has the required experience and has worked with municipalities in Cobb County, GA; Gwinnett County, GA; Roswell, GA; Anniston, AL; and Dalton, GA.
HUD Requirement
The environmental review process is required for all Department of Housing and Urban Development (HUD) assisted projects to ensure the proposed projects do not negatively impact the surrounding environment and the property site does have an adverse environmental or health effect on end-users.
All projects are not subject to a full environmental review (i.e., every project's environmental impact must be examined, but the extent of this examination varies), but every project must comply with the National Environmental Policy Act (NEPA), and other related Federal and State environmental laws.
The Department of Community Development's work with BluLynx Solutions will include the completion of project environmentals for the ESG, CDBG, CoC, and HOME grant programs.
Scope of Work: To assist the Department of Community Development in complying with the National Environmental Protection Agency (NEPA) requirements so that the County meets all statutory and regulatory requirements: Prepare the Environmental Review Record (ERR). Identify any required mitigation. Prepare and certify site-specific environmental review assessments for each project approved for funding and determine the level of environmental review necessary for the release of HUD funds for each project. Prepare all environmental supporting documentation, preparation of public notices for publication distribution of notices to appropriate State and Federal offices, and provision of original final documents (if necessary). This contract will allow up to 200 environmental assessments to be performed. The cost includes the cost of staff to oversee, manage, and perform the specified services.
Community Impact: BluLynx Solutions' support will help the Department of Community Development complete the increased volume of grant projects.
