Scope of Work:  On July 15, 2026, the Board of Commissioners approved agenda item 26-0405 which authorized funding through a contract with the Georgia Department of Behavioral Health & Developmental Disabilities for construction of the new Behavioral Health Crisis Center in North Fulton.     The total project is estimated at approximately $24 million, which requires a funding mechanism beyond the annual $9.4 million contract with the State of Georgia.    The Fulton DeKalb Hospital Authority (FDHA) is providing short-term conduit financing for the project, which will be repaid by reimbursements from the State’s agreement to fully fund the construction of the facility.    This short-term financing vehicle is expected to be fully repaid soon after the estimated 2-3 year construction period through a privately placed bank financing executed through FDHA and guaranteed by the full faith and credit of the County.    The attached Resolution authorized the financing transaction, authorizes County officials to execute the financing documents along, as well as authorizes the agreement with FDHA.
