Summary & Background Provide standby plumbing repair services Countywide for FY2022.
Scope of Work: These contracts furnishing all materials, labor, tools, equipment and appurtenances necessary to provide on-site standby plumbing repair services on an “as needed” basis for Fulton County facilities.
The Scope of Work includes but not limited to:
1. Repairing/replacing and installing water mains, water lines, re-routing water supply lines, storm water and sewer lines, manholes, grating, and retention basins.
2. Installing, repairing and replacing fixtures such as faucets, mixing valves, toilets, urinals, tubs, sinks, kitchen sinks, ball valves, angle/straight stops, pressure-reducing valves, and any commercial plumbing fixture such as floor sinks, dishwashers, any specialty kitchen/bathroom.
3. Installing and repairing water heaters, sump pumps, circulation pumps and plumbing for icemakers. Installation and adjustment of drinking water fountains, repairing irrigation sprinkler systems, and minor masonry repair jobs caused by plumbing work.
Community Impact: These services are necessary for the environmental health to have working plumbing systems to protect the patrons and employees in County facilities.
Department Recommendation: The Department of Real Estate and Asset Management recommends approval of the lowest responsible bidders to furnishing all materials, labor, tools, equipment and appurtenances necessary to provide on-site standby plumbing repair services on an “as needed” basis for all Fulton County facilities for fiscal year 2022.
The recommendation for the awards was based on the bidders’ prices for hourly rates for plumber helper, technician, apprentice, journeyman, fee for use of video camera line inspection for normal hours, estimate for replacing one 6- gallon electric compact water heater, and for replacing one Watts 1/2” lead free bronze RPZ backflow preventer, both estimates to include cost of equipment and installation/connection during normal hours. Also, bidder(s) must provide proof of required professional certified Plumbing License which is a criteria to be considered for an award with Fulton County.
The Department received and evaluated four (4) bids to the solicitation. Talon Property Services, LLC submitted the overall lowest based bid @ $32,200.00, then followed by J2 Connect, Inc. the 2nd lowest @ $38,038.00, B & W Mechanical Contractors Inc. the 3rd lowest @ $41,331.00, and Head’s Plumbing Sales and Services, Inc. the 4th lowest @ $134,592.55.
After careful evaluation, we recommended the three (3) lowest responsive and responsible bidders: Talon Properties, J2 Connect and B & W Mechanicals to provide on-site standby plumbing repair services for Fulton County for FY2022. Each of the three (3) Plumbing contractors have a current contracts or have provided previous services with Fulton County and has performed very good and highly competent as a Standby Plumbing contractor for Fulton County as stated in their performance reports.
These contracts are required for augmentation of our capacity and to provide capabilities that the County does not have. There have been several instances where our capacity was found insufficient to meet multiple simultaneous system failures. Having multiple standby on-call plumbing contracts in place is considered the most efficient way for handling such emergency situations, which otherwise could cause serious property damage to County facilities.
These are time and material contracts. The requested spending authority in the total amount of $225,000 will cover costs for replacement/repairs of parts/and components, inspections, special equipment and hourly labor for FY2022.

FY2021: The County allocated expenditures as of 9/28/2021, $100,500.00
FY2020: The County spent $157,625.99
FY2019: The County spent $121,732.31
FY2018: The County spent $850,000.00
Project Implications: This contract requires specialty tools, equipment, training and skills that the County’s employees do not have. Without this contract in place, plumbing repair services will not be performed in a timely or cost-effective manner.
Community Issues/Concerns: None that the Department is aware.
