Request approval of an “Ending the HIV Epidemic” grant-funded contract with Travelers Aid of Metro Atlanta dba HOPE Atlanta in the amount of $217,473.00 per year for each of four years (Fiscal Years 2021 - Fiscal Year 2024) subject to Federal funding. The contract is 100% grant funded through the Health Resources and Services Administration (HRSA) Ending the HIV Epidemic grant with no match requirement. Request authorization for the Chairman to execute contract with selected subrecipient. To protect the interest of the County, the County Attorney is authorized to approve the contract as to form and substance and make any necessary modifications thereto prior to execution by the Chair. Scope of Work: The Department for HIV Elimination recommends approval of funding for selected subrecipient to provide HIV care and support services in Fulton, DeKalb, Cobb, and Gwinnett Counties using “Ending the HIV Epidemic” grant funds. HOPE Atlanta was recommended by a Review Committee pursuant to RFP: 20RFPRWHAP1229C-MH. HOPE Atlanta will receive an approved award for up to four years subject to funding availability. “Ending the HIV Epidemic: A Plan for America - Ryan White HIV/AIDS Program Parts A and B” (EtHE) is the administration’s operational plan to achieve a 75% reduction in new HIV cases by 2025 and at least 90% reduction by 2030 through a rapid infusion of additional resources to 57 geographic focus areas which together account for over 50% of new HIV cases. Four of the 57 focus areas are in Metropolitan Atlanta: Fulton, DeKalb, Cobb, and Gwinnett Counties. As the recipient for Ryan White Part A funds for Metropolitan Atlanta, Fulton County received notification from the Health Resources and Services Administration (HRSA) of an EtHE award (UT8HA33933) with a project period from 3/1/2020 through 2/28/2025 and funding in the amount of $1,987,476 per year for each of five years. Funds will support: Emergency Financial Assistance for Housing and/or Utilities Short or Medium Term Housing Rental Assistance. All services have as their main goal increased viral suppression rates for Ryan White clients.
Community Impact: Ending the HIV Epidemic funding will support essential care and support services for Persons Living with HIV (PLWH) in the targeted counties to decrease the number of new HIV cases. Populations of Focus are African American Men who Have Sex with Men, African Men, African American Women, Transgender Men and Women.
Department Recommendation: The Department for HIV Elimination recommends approval of “Ending the HIV Epidemic” awards to HOPE Atlanta in the amount of: $217,473 for FY21 (March 1, 2021 - February 28, 2022) $217,473 for FY22 (March 1, 2022 - February 28, 2023) $217,473 for FY23 (March 1, 2023 - February 28, 2024) $217,473 for FY24 (March 1, 2024 - February 28, 2025)
Project Implications: No change in budget. The contract is 100% grant funded with no County match.
