Requirement for Board Action
Pursuant to O.C.G.A. § 36-9-3, Fulton County has the authority to sell, grant, lease, rent, convey, or transfer any real property owned by the County, and pursuant to Fulton County Code § 1-117, the Board of Commissioners has exclusive jurisdiction and control over directing and controlling the property of the County as they may deem expedient, according to law.

Scope of Work: Colonial Pipeline Company has requested through Fulton County’s Department of Real Estate and Asset Management (DREAM) that Fulton County convey a Utility Easement to complete planned infrastructure equipment upgrades to maintain and preserve the pipeline system at 0 Martin Luther King Jr. Drive SW (Tax Parcel ID 14F0023 LL0140).
As part of their system integrity program, Colonial Pipeline seeks to enhance the cathodic protection for the pipeline segment servicing the Atlanta Hartsfield-Jackson International Airport. This pipeline is crucial as it supplies the majority of the jet fuel used by airlines at that airport.
DREAM and the Colonial Pipeline Company have negotiated mutually acceptable financial terms of settlement to acquire the requested property rights; the fair market value of the right-of-way area being acquired has been determined to be $13,900.00.
