Summary & Background: These are time and material contracts that furnish all materials, labor, tools, equipment, and appurtenances necessary to provide on-site emergency electrical on-call maintenance services on an “as needed” basis for Countywide facilities.
The Scope of Work includes, but is not limited to:
• General lighting systems
• Distribution subpanels
• Motor starters not part of automated operations
• Receptacles
• Small water heaters
• Problems related to partial power loss in the buildings
• Emergency installation/extension of low and medium voltage power
• Operational problems on small (less than 10 hp) motors, pumps, fountains, etc.
• Replacement and installation of lamps
• Troubleshoot the electrical systems in County facilities
• Replacement and installation of distribution transformers
Community Impact: : Properly functioning electrical systems are critical to maintain service delivery at all County facilities.
Department Recommendation: The Department of Real Estate and Asset Management recommends approval of the lowest responsible bidders.
Procedure for Basis of Award:
The recommendation for the award was based on the bidders’ prices for hourly labor rates during normal business hours, overtime hours, service equipment when using a bucket truck and truck per trip rates for maintenance repairs from a given estimated number of hours; and totaling all costs (line items #1 thru #4) to determine the overall lowest responsible and responsive bidder(s). The Department received and evaluated eight (8) bids.
Award Recommendation:
DREAM is recommending award to the three (3) overall lowest and most responsive and responsible bidders: Capital City Electrical Services, ALL-N-1 Security Services, Inc., and Metropower, Inc.
Selecting three (3) electrical contractors provides the County with the maximum flexibility and sufficient manpower resources to respond to emergencies and to accommodate the large number of buildings and parking lots while minimizing each building's electrical power repair down time.
Two (2) of the three (3) recommended electrical contractors have current contracts with Fulton County and have performed satisfactorily.
The requested spending authority in the total amount of $460,000.00, is an increase of $85,000.00 over the prior contract previously awarded for 2024. The additional authority is requested to cover expenses associated with facilities that will transition to DREAM’s maintenance responsibility in FY 2027 as well as support the planned installation of EV charging stations in FY 2027.
Project Implications: These contracts require professional licenses, specialty tools and equipment, training, and technicians skilled to perform on-site electrical on call emergency and maintenance repair services.
Community Issues/Concerns: Keeping County facilities safely powered.
Department Issues/Concerns: If these contracts are not approved, the Department cannot address emergency on-site electrical on-call maintenance and repairs services for County facilities.
Contract Modification: This is a new procurement.
