Request approval of a Resolution of the Board of Commissioners to accept a grant, donation, or gift from the Atlanta Fulton Library Foundation (Foundation) in an amount not to exceed $13,140.00 for the license fees and up to twelve participant scholarships for attendance of the Smart Horizons Career Online High School (SHCOE), and to approve the agreement between Fulton County on behalf of its Library System, the Foundation, and SHCOE, as it may be amended by the County Attorney as to legal form, for Library patrons to attend an online high school from which students receive both career-based online high school diplomas and a workforce certificate. Summary & Background
Approving this action will authorize Fulton County to accept a monetary donation from the Atlanta Fulton Public Library Foundation for the payment of the license and use of the Smart Horizons career online high school course material, online instructors, course hosting, evaluation and other purposes.
Scope of Work: The Atlanta Fulton Public Library Foundation will pay the license fee in an amount not to exceed $13,140. This payment will allow up to 12 scholarships for qualifying patrons who register with the program. The Smart Horizons Career online high school allows patrons to attend classes in several concentrated areas in order to obtain their high school diploma and/or workforce certificate. The program will remain available through the term of the license for those who qualify. This Scholarship provides a student the opportunity to earn a Cognia/Sacs/NCA/NWAC accredited high school diploma designed to prepare them for jobs or future post-secondary education. Once a scholarship is awarded, a student has eighteen (18) months to complete the course work. If a student does not begin the coursework within thirty (30) calendar days of being awarded a scholarship or if the student withdraws from the program within the thirty (30) calendar days, the scholarship may be awarded to another student. Students will be assigned an academic coach that they may contact, as needed, for assistance and advice regarding the COHS program. The academic coach will monitor student progress and recommend and arrange for one-on-one tutoring when necessary. Students may also request tutoring if desired. Student access to their courses, grades, and progress towards their accredited high school diploma is accessible twenty-four (24) hours a day / seven (7) days per week.
