Summary & Background This contract provides on-site general landscaping and lawn care for Countywide facilities (North Fulton - 20 sites and South Fulton - 79 sites). This contract includes, but is not limited to, maintenance of ground covers, annuals, perennials, shrubs, trees, and irrigation systems. The maintenance shall include but not be limited to application of fertilizers, herbicides, pesticides, watering, pruning, weeding, deadheading, replacement planting (as approved by the County), loose trash removal and disposal out of County facilities, leaf removal, irrigation repair and maintenance, tree removal, spring and fall clean up, vegetation control, grubbing, and upkeep for surplus and unused buildings, facilities, sites, vacant lots, control illegal dumping and removal of debris clean-up on all County-owned sites.
The Department of Real Estate and Asset Management has also submitted a separate action Agenda Item (TMP-6624) requesting BOC approval to amend the existing contract with ReIMAGE to add (A) North Fulton Sites and to assume full landscape maintenance responsibilities for Countywide facilities beginning in 2026. The initial contract for (A) North Fulton Sites was awarded to Georgia Green Grounds Care, LLC in the amount not to exceed $278,000.00 on May 7, 2025, via Item #25-0351, with effective dates June 1, 2025 through December 31, 2025. However, the County has chosen not to exercise its renewal option with Georgia Green Grounds Care, LLC due to unsatisfactory performance (50% rating) following the contractor being acquired by Russell Landscape Group in 2025. As provided in Article 9. Contract Term, b. Renewal Terms, the term of the Agreement in effect shall be deemed the “Ending Term”, with no further contractual obligation to be released at the initial term of December 31, 2025.

Community Impact: Enhance the professional appearance of the facilities and surrounding communities
Department Recommendation: The Department of Real Estate and Asset Management recommends approval.
The requested spending authority in the total amount of $2,105,000.00, is an increase of $249,115.38 ($2,105,000.00 - $1,855,884.62) over the requested spending authority for 2025. That increase is largely due to covering the costs for a 12-month contract. The original contracts were executed for 7-month periods from June 1, 2025, through December 31, 2025, in the total amount not to exceed $1,628,000.00. DREAM subsequently requested that the BOC approve an increase in spending authority (via Agenda Item 25-0715, approved September 17, 2025) with ReIMAGE in the total amount not to exceed $227,884.62, to cover the costs for additional landscape maintenance services for 16 additional Countywide sites in 2025.
This is a time and materials contract and the requested spending authority in the total amount of $2,105,000.00 is sufficient to cover the costs for landscape enhancement, required removal of debris and clean-up, and schedule routine landscape maintenance and lawn care services for Countywide sites, including the Charlie Brown Airport, for FY2026.
Project Implications: This contract provides all the necessary all labor, equipment, transportation, and materials to provide general landscaping, maintenance, and lawn care services for County-wide facilities.
Community Issues/Concerns: None that the Department is aware.
Department Issues/Concerns: If this renewal contract is not approved, DREAM will not have the resources necessary to ensure consistent landscape maintenance throughout the County.
