Summary & Background

 

Scope of Work: The recommended proposal will provide Employee Healthcare Benefit Plan – MAPD with Humana Insurance Company Inc. (Atlanta, GA) to administer: (1) Basic Medicare Advantage Plan and (2) Enhanced Medicare Advantage Plan to provide medical and pharmacy benefits as a fully insured option to Medicare eligible retirees/beneficiaries and dependents.    Transitioning County retirees from the existing vendor administering the Medicare basic and enhanced plan to a new vendor, while not unprecedented, is important to oversee.   This change provides no disruption in coverage, all participants will receive new ID cards and other communication well in advance of January 1st, 2026, and the Benefits team in Finance in collaboration will the new vendor will provide extra assistance and orientation sessions to any retiree with concerns.

 

Community Impact: This contract provides a Medicare Advantage plan (MAPD) benefit coverage to eligible Fulton County retirees, beneficiaries and covered dependents.

 

Department Recommendation: Finance and Human Resources personnel participated as the recommendation committee for this formal procurement process to ensure that the County selects the highest quality vendor at the most effective price. The Finance Department recommends approval of the above option.

 

Project Implications: Approval is needed immediately to begin premium rate development, implementation and communication to retirees and beneficiaries for planning of open enrollment.
