Summary & Background

 

Request approval of a contract between Fulton County and the City of Fairburn in the amount of $215,004 to perform improvements to the Fairburn Annex and acquire a vacant lot for drive up COVID testing. Post COVID, the vacant lot will be used for overflow parking for constituents visiting the Fairburn Annex.  These projects are a part of the City of Fairburn’s Operation F.A.C.T. (Fairburn Addressing Covid 19 Transmission) initiative.

 

On August 19, 2020, the Board of Commissioners approved a Resolution (Agenda Item # 20-0577), to accept the Coronavirus Aid, Relief and Economic Security Act (CARES Act) CDBG CV-1 award in the amount of $1,098,603, and related CDBG Covid projects to prepare for, prevent, and respond to the coronavirus pandemic (COVID-19) for Fulton County’s low to moderate-income citizens.

 

The City of Fairburn was awarded $50,000 in CDBG CV-1 funds to provide senior meals, installation of park sanitizing stations, and PPE for students.  They exhausted all but

 

 

 

$15,004.00 of the funding and are requesting approval to reprogram the remaining funds to assist with costs to implement the Operation F.A.C.T. projects. 

 

The City of Fairburn was also awarded $200,000 in CDBG CV-1 funds to rehabilitate the existing Fairburn Annex and acquire an empty lot located at 43 Washington Street for a COVID testing site.

 

Scope of Work: 

City of Fairburn Operation F.A.C.T projects:

§                     Fairburn Annex Improvements, located at 40 Washington St, include but are not limited to HVAC, plumbing, electrical upgrades, buildout of interior building, reconfiguration of interior space for a more controlled waiting area with better circulation and improved access to exam rooms, and patient service; interior and exterior painting, and roof repairs.  The Fairburn Annex will provide a primary location for health services to test, diagnose, enhance public awareness, and other related medical activities; and serve as an educational and training location for families and children, to include the low to moderate income residents within the Lightning Community, where COVID-19 impacts have been most prevalent.

 

§                     Acquisition of the empty lot located at 43 Washington Street (adjacent to the Fairburn Annex).  Once the lot is acquired, the empty grass lot will be converted into a new paved parking lot. The newly paved parking lot will be used for drive thru COVID testing.  Post COVID, the parking lot will serve as overflow parking for the improved Fairburn Annex.  Currently the Fairburn Annex has only six (6) parking spaces. 

 

 

Community Impact: These projects will allow the City of Fairburn to continue to prepare, prevent, and respond to COVID -19.

Department Recommendation: Approve the requested action.

 

Project Implications:  Approval for the use of these funds will support the health and safety of citizens impacted by Covid 19 and will extend the useful life of the Fairburn Annex. 

 

Community Issues/Concerns:  Covid 19 community health services, training for public awareness, and Covid 19 testing will help stop the spread of the Coronavirus.

 

Department Issues/Concerns:  There are no issues.
