On September 11, 2020, the Board of Commissioners approved a Resolution to accept the Coronavirus Aid, Relief and Economic Security Act (CARES Act) CDBG CV-3 award of $1,710,860 (Agenda Item# 21-0373) to prevent, prepare for, and respond to the coronavirus pandemic for Fulton County’s low to moderate income citizens. The Community Development Block Grant (CDBG) COVID 19 CV-3 funds initially awarded have been exhausted.
On April 12, 2023, the Board of Commissioners approved Amendment 1 to provide additional funds in the amount of $76,42.50 to the existing agreement with the City of East Point ($626,427.50) (Agenda Item# 23-0224). The City of East exhausted all additional funds with a current zero balance.
On November 6, 2023, the Department of Community Development released a CDBG Covid 3 additional funds application to all cities under Cooperation Agreement status. East Point was the only city to apply, and based upon the application review, the Department of Community Development recommends awarding the City of East Point an additional $43,630.60 to assist eligible applicants in need of utility assistance.
Scope of Work: To amend the City of East Point CDBG Program COVID-19 CV 3 contract to (a) extend the contract end date from December 31, 2023 to December 31, 2024; and (b) award an additional $43,630.60 to provide eligible constituents with utility assistance.
Community Impact: Community Development Block Grant (CDBG) funding will help municipalities sustain and support low to moderate income communities.
Department Recommendation: Approve the requested action.
Project Implications: Approval of the contract amendments will increase the Department of Community Development’s ability to spend CDBG funds in accordance with the Housing and Urban Development (HUD) spending time frame.
