Request the spreading on the minutes of (1) the County Manager’s renewal, for a five (5) year period pursuant to Resolution 18-0325, of a Memorandum of Understanding with Friends of the Dorothy C. Benson Senior Multipurpose Complex, Inc. and (2) the County Manager’s renewal, for a five (5) year period pursuant to Resolution 18-0325, of a Memorandum of Understanding with Friends of Bowden, Inc., non-profit organizations which support multipurpose and adult day programming through fundraising efforts; and authorize the County Attorney to approve the renewal agreement as to form and make necessary modifications thereto prior to execution. Summary & Background
Scope of Work: The purpose of these two renewals is to extend the terms of the existing MOUs with the Friends of Benson and Friends of Bowden organizations and to continue the ongoing working relationship between Fulton County Government and these nonprofit Friends of organizations that support multipurpose and adult day programming at the Benson and Bowden facilities. The Department of Senior Services is responsible for the control of the Senior Multipurpose Facilities and manages the operations and services that benefit participants and the community.
These facilities provide services in the areas of wellness, fitness, socialization, nutrition, transportation, education and recreational activities for seniors over the age of 55 to age in place. Friends of Senior Multipurpose Facilities support the recreational, intellectual, social, physical and health needs of senior citizens, primarily age 55 and over, and thereby enhance and extend the lives of senior citizens who participate in the programs by providing financial and other support through fundraising and other supporting activities.
These two MOUs were developed collaboratively with the Friends of organizations and provide a guide for fundraising, rental of facilities, fund disbursement, vending machine proceeds, auditing and reporting. In 2018, the Board of Commissioners approved Resolution 18-0325 and MOUs for the Dorothy C. Benson, HJC Bowden, Helene S. Mills and Harriett G. Darnell Senior Multipurpose Facilities. Pursuant to Resolution 18-0325, the County Manager is authorized to execute these MOUs. The MOUs commenced on May 15, 2018 for a term of five (5) years, through December 31, 2023, unless earlier terminated. Section (4) of the MOUs provides that the MOUs “may be renewed as determined by the County Manager for another five (5) year term, with any such renewal period ending on December 31, 2028, the last year of such renewal period authorized by the County Manager.”
Community Impact: Renewing these two MOUs and continuing the partnership with these Friends of organizations enhances programming and is in the best interest of Fulton County seniors.
