Request approval to amend and restate an existing contract between Fulton County and Wellspring Living. The contract amount is $500,000.00 in American Rescue Plan (ARPA) funds for construction purposes. The current contract term is until September 30, 2026, this third amendment will extend the contract term until December 31, 2026. This Agenda Item is 100% grant funded.

The Department recommends this amendment to extend the term of the contract between Fulton County and Wellspring Living in the amount of $500,000.00 in American Rescue Plan (ARPA) funds to December 31, 2026.
On September 7, 2022, the Board of Commissioners approved a Resolution (Agenda Item # 22-0645), approving funding of $500,000.00 in American Rescue Plan Act (ARPA) funds in support of Wellspring Living’s expansion and utilization of a multi-discipline service model covering the full spectrum of needs for victims of sexual exploitation; authorizing the Chairman to execute any necessary agreement in support of this funding allotment. The priority for the $500,000.00 allocation is for construction purposes.
On May 17, 2023, the Board of Commissioners approved the contract between Fulton County and Wellspring Living in the amount of $500,000.00 in American Recue Plan (ARPA) funds for construction purposes to support Wellspring Living’s expansion. The contract was effective upon execution through December 31, 2023. (Agenda Item # 23-0353). On December 20, 2023, the Board of Commissioners approved a contract amendment (Agenda Item #23-0928) to extend the contact term to December 31, 2024. On December 4, 2024, the Board of Commissioners approved a contract amendment (Agenda Item #24-0821) to extend the contact term to September 30, 2026. This third contract amendment is necessary to give Wellspring additional time to complete construction and expend the allotted funding by December 31, 2026, ARPA deadline to expend funds.
Scope of Work: Wellspring Living, Inc. shall utilize the Award Amount to help fund the construction as part of the expansion of Wellspring’s existing Campus where it provides programs and services that address recovery, job training and support through residential and community-based programs for domestic sex trafficking victims and those at risk. Wellspring Living is using the funding to construct a three-bedroom/one bath duplex unit (Phase I). Wellspring was selected by the Georgia Department of Community Affairs to receive $3.8M for Phase II, the construction of 16 residential cottage units.
Community Impact: The Fulton County Department of Community Development strengthens people, families, and communities through partnerships with various community organizations and outreach programs, particularly non-profit, private sector, government, volunteer, and citizen advocates.
Department Recommendation: Approve the requested action.
Project Implications: Approval for the use of these funds will support Wellspring Living’s expansion project and support programs and services that address recovery, job training and support through residential and community-based programs for domestic sex trafficking victims and those at risk.
