Summary & Background Fulton County, through the Fulton County Department of Behavioral Health and Developmental Disabilities (DBHDD) has been awarded funding in the amount of $3,999,776.00 from the U.S. Department of Health & Human Services (Office of the Assistant Secretary for Health).  The purpose of the project is to increase awareness about COVID-19 mitigation efforts and behavioral health services; increase COVID-19 testing, vaccine confidence, and vaccine uptake; and decrease stigma related to behavioral health, increase behavioral health literacy, and increase usage of behavioral health services in Fulton County.

 

Scope of Work: Fulton DBHDD will oversee the project. DBHDD is responsible for overall project management; hiring and training staff; conducting outreach, visibility, and engagement activities; assisting with data collection and quality improvement plans; implementing a primary and behavioral health integration strategy; responsible for the mobile unit; collaborating with FCBOH to create a training plan for primary and behavioral health providers; supporting an online community care coordination HUB; and co-hosting community events. Fulton County BOH will be responsible for implementing a primary and behavioral health integration strategy; assisting with data collection and quality improvement plans; creating an Organizational Health Literacy Initiative (OHLI) training plan for primary and behavioral health providers; and co-hosting community events. FCBOH operates eight health centers in Fulton County.  Morehouse School of Medicine is the Evaluation partner. They are responsible for designing the quality improvement and evaluation plans and overseeing evaluation activities including development of data collection instruments, data collection and analysis and reporting of outcomes; completing and submitting quarterly performance process and outcome data; and main point of contact with the IRB prior to the start of any work requiring approval will provide quality improvement activities and program evaluation. Together, they will expand Fulton County’s efforts to enhance the rates of COVID-19 testing, contact tracing, mitigation measures, and vaccine confidence and the cross-cutting urgency of behavioral health literacy and access to related services among racial and ethnic minority populations and other socially vulnerable populations

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

Community Impact: Fulton County, through DBHDD desires to provide shared resources for support and implementation of a health literacy program that will address personal and organizational health literacy through culturally appropriate strategies.

 

Department Recommendation: DBHDD recommends the approval of the Memoranda of Understanding and Subrecipient Agreements.
