Request approval to renew an existing contract, Juvenile Court, 25ITB1391214A-KM, Accountability Courts Drug Screen Confirmation in an amount not to exceed $4,000.00 with Technical Resource Management, LLC dba Cordant Health Solutions, (Indianapolis, IN) to perform drug screens confirmation. This action exercises the first of two renewal options. One renewal option remains. Effective dates July 1, 2026, through June 30, 2027. This contract is 100% grant funded. No county funding is required.

Requirement for Board Action
In accordance with Purchasing Code Section 102-394(6), the Purchasing Department shall present all renewal requests to the Board of Commissioners at least 90 days prior to the contract renewal date or 60 days if the contract term is six (6) months or less.

Summary & Background: The Fulton County Juvenile Court (FCJC) recommends the contract with Technical Resource Management, LLC dba Cordant Health Solutions for Accountability Courts drug screen confirmations. FCJC is awarded grant funds from the Council of Accountability Court Judges) administered through CJCC (Criminal Justice Coordinating Council. Cordant Health Solutions will implement drug screen confirmation services to participants of Juvenile Court’s HOPE and CHOICES drug treatment Accountability Court programs. These drug screen confirmation services provide required tracking and monitoring of the presence or absence of substance use, ensuring compliance with orders imposed by the Court and standards of Accountability Court programs.
Scope of Work: The Fulton County Juvenile Court (FCJC) requests renewal of a contract to further its mission to rehabilitate children and restore families through the continued provision of drug screen confirmation services to participants of Juvenile Court’s HOPE and CHOICES drug treatment Accountability Court programs. These drug screen confirmation services provide required tracking and monitoring of the presence or absence of substance use, ensuring compliance with orders imposed by the Court and standards of Accountability Court programs. The Contractor shall provide drug screen confirmations in a fully operational and licensed laboratory. The awarded firm cannot subcontract with a third party to perform any duties named in this project. The firm must: Be able to provide services immediately upon receiving the award notification. Confirm the results of a single instant urine collection cup to definitively discern the drug metabolites present in the sample and the levels at which they are present for CHOICES and HOPE Accountability Court Program participants for the following substances: Lysergic Acid Diethylamide Synthetic Cannabinoids Cocaine Oxycodone Methamphetamine Opiates Amphetamine Barbiturates Marijuana Methadone Benzodiazepines Fentanyl Propoxyphene Buprenorphine Test for the presence and alcohol level for participants in the HOPE Accountability Court Program utilizing a lab-based EtG/EtS test with a 250 cut-off level. Provide chain of custody forms. Provide pick-up of urine collection cups at a minimum of twice per week from The Juvenile Court during regular business hours, Monday-Friday, 8:30 a.m. 5:00 p.m., for the CHOICES and HOPE Accountability Court Programs. If pick-up service is not available, provide an alternative method of ensuring promptness. transport of urine collection cups to the lab. Provide results electronically within 3 - 5 days. Consider each collection cup as a single sample. Although the confirmation is for multiple drugs and alcohol, it is considered as one confirmation. The estimated numbers of products are for the year. Pickup frequency per location is twice per week.
Community Impact: Countywide impact includes the provision of substance use tracking and monitoring services to children and families in an effective manner that leads to the successful completion of court ordered supervision conditions; and the reduction of juvenile delinquency re-offense rates by discouraging substance abuse activity leading to future criminal behavior.
Department Recommendation: The Fulton County Juvenile Court (FCJC) recommends renewal of the contracts for the implementation of drug and alcohol screen confirmation services to court involved children and families.
