O.C.G.A.  Section 36-10-01 states that all contracts entered into by the County governing authority with other persons on behalf of the County shall be in writing and entered in its minutes.  The County’s Consolidated Plan and Annual Action Plan updates are governed by 24 C.F.R. Section 91.200.

Summary & Background:

Each year Fulton County awards 20% of its grant award toward program administration.  The entire CDBG program administration budget was not spent due to staff vacancies and reduced operational expenditures. The CDBG program released an application to identify eligible projects.  Unspent program administration funds would be awarded to fund eligible projects.    

 

 

 

 

 

 

 

 

 

Scope of Work: 

 

The transfer of unspent administration funds is proposed to the following municipal projects as outlined below and concomitant contract approvals:

Community Impact: HUD Entitlement funding for CDBG will help the County provide services for its low and moderate-income citizens.

 

Department Recommendation: Approve the requested action: transfer of funds and contract approvals.

 

Project Implications: Approval for the use of these funds and approval of the contracts will increase the Community Development Department’s ability to timely provide community development services to Fulton County citizens who reside outside of Atlanta.

 

Community Issues/Concerns: The CDBG proposed South Fulton project was publicly advertised on December 30, 2020 for a 30 day period with a public hearing held on January 14, 2021 at 6PM via Zoom.  The CDBG proposed College Park and Hapeville projects were publicly advertised on December 15, 2021 for a 30 day period with a public hearing held on January 6, 2022 at 6PM via Zoom.   There were no community issues or concerns.
