Summary & Background: With House Bill 974 becoming law, county election officials are required to procure and use watermarked security ballot paper beginning July 1, 2024. See below for an excerpt from House Bill 974, which amended O.C.G.A. 21-2-379.23:

(b) The form and arrangement of ballots marked and printed by an electronic ballot  marker shall be prescribed by the Secretary of State; provided, however, that such ballots  shall be printed on security paper that incorporates features which can be used to  authenticate the ballot as an official ballot but which do not make the ballot identifiable to  a particular elector; provided, further, that at least one such feature is a visible watermark that identifies the ballot as an official Georgia ballot.

Also, in 2019, the Georgia Secretary of State entered into a Master Solution Purchase and Services agreement for the purchase of KNOWiNK Poll Pad Solutions. Section 1.4 of the Master Solution Purchase and Services agreement - Purchasing by State and

other State Entities, allows the County to acquire services, software, equipment and/or licensed programs under this Agreement. The County is required to purchase additional equipment and/or services related to the poll pads directly through KNOWiNK, LLC, the original equipment manufacturer (OEM).

 

Scope of Work: Ballot paper will be used to conduct the elections also to comply with the requirements under Georgia Code. The purchase of iPads will also be used to conduct elections.

 

Community Impact: The Department of Registration & Elections is not aware of any community impact.

 

Department Recommendation: The Department recommends approval of the purchases.

 

Project Implications: The request for approval is needed for these purchases to meet House Bill 974.
