Effective upon issuance of Notice to Proceed (NTP) and shall substantially complete the work within 270 calendar days and achieve final completion within 300 calendar days. (APPROVED)

In accordance with State of GA O.C.G.A. § 36-91 Georgia Local Government Public Works Construction Law, all competitive sealed proposals (RFPs) for public works construction projects (CM at Risk, Construction Program Management, Design/Build Projects) costing $100,000.00 or more shall be forwarded to the Board of Commissioners for approval.

Summary & Background: The project consists of the design, construction and renovation of the interior space for the Fulton County Department of Behavioral Health & Developmental Disabilities Programming & Services.
The existing building is the former Board of Health Facility, a 12,700 square foot building. The facility located at 475 Fairburn Road SW, Atlanta, GA 30331, will be the new location for the South Training Center for adult clients with intellectual and/or developmental disabilities (IDD). The training facility and staff will provide outpatient day programs/services for clients beginning at age 18 and older.
These services include:
• Diagnostic Assessments
• Individualized Service Plans
• Community Integration
• Nursing Assessments
• Individual and Group Training
• Prevocational Services
• Psycho-educational Training
• Parent/Caregiver Support Group
• Supported Employment Referrals
The new location of the South Training Center was formerly the site of the West Mental Health Center, also operated by BHDD. For decades, the West Mental Health Center, which opened in the 1970s, provided high-quality and culturally competent adult mental and addiction treatment services for a diverse population that encompassed a significant swath of Fulton County stretching from West Atlanta to Palmetto, Georgia, a distance of 24 miles. It closed nearly a decade ago.
The South Training Center’s pending relocation to 475 Fairburn Road SW, is generating much anticipation for residents. Families of current and former individual who received services at the previous location, are delighted by the proximity of the new site.
Scope of Work: The project will consist of the design, construction and renovation of the interior space for the full build-out of approximately 12,700 GSF to the designed program for Developmental Disabilities.
The Design Build Services shall consist of, but not be limited to:
• Project Management (coordination with Fulton County Staff and Departments)
• Building analysis and Mobilization Plan
• Management and execution of a Safety Plan
• Prepare project schedule and monthly updates to reflect variance
• Provide recovery schedule and recommendations
• Provide necessary Insurance including Errors & Omissions for Design
• Provide 100% Performance and Payment Bonds prior to Construction
• Suggest value engineering alternates and incorporate same into documents once approved
• Management and execution of Design - Construction Documents Phase
• Management and execution of all required permits
• Management and execution of the Construction Procurement Phase
• Management and execution of all Construction Phase activities
• Management and execution of the Post Construction Phase
• Execute fully the requirements and intent of the RFP
Community Impact: The successful completion of this new South Training Center project will provide citizens with better meet needs for adult clients with Intellectual and/or Developmental Disabilities.
Department Recommendation: The Department of Real Estate and Asset Management recommends approval.
The recommended design-builder will work in collaboration with the DREAM’s Building Construction team and the County’s Department of Behavioral Health representatives.
Project Implications: This contract’s intent is to complete the construction/renovation design project of this new South Training Center facility that will allow Fulton County Department of Behavioral Health & Developmental Disabilities (BHDD) staff, to provide a fully functional Intellectual and/or Developmental Disabilities (IDD) services to meet the needs of our adult clients and the constituents Fulton County.
Community Issues/Concerns: None of which the Department is aware.
Department Issues/Concerns: If this proposal is not approved, the County does not have the capacity, or the expertise, to perform the Design/Build services for the construction and renovation to the Fulton County Developmental Disability Programming and Services.
Contract Modification: This is a new procurement.
