In accordance with the State of GA O.C.G.A. §36-91 Georgia Local Government Public Works Construction Law, all competitive sealed proposals (RFPs) for public works construction projects (CM at Risk, Construction Program Management, Design/Build Projects) costing $100,000 or more shall be forwarded to the Board of Commissioners for approval.

Summary & Background Request approval of Guaranteed Maximum Price (GMP) for Construction Management at Risk Services, to provide construction phase for the new 58,000 sq. ft. Fulton County Animal Shelter Facility located at 1251 Fulton Industrial Boulevard, Atlanta, Georgia 30318.
Scope of Work: To provide Construction Phase Services for a Guaranteed Maximum Price (GMP) for the Construction Management at Risk Services for the new 58,000 square foot Fulton County Animal Services Facility located at 1251 Fulton Industrial Boulevard, Atlanta, Georgia 30318.
The Scope of Work includes but not limited to the Construction Phase Services:
1. Bidding and Negotiation
2. Construction Supervision
3. Construction Manager’s On-Site Facilities
4. Coordinating with Design Team

Project Background:
The current FCAS facility does not meet animal care and veterinary best practices or standards due to its age and insufficient capacity. It was constructed in 1978, it is so undersized and outdated; that it cannot serve the current high volume of animal intakes; and poses health and safety risks for the animals, volunteers, and staff. There is little room for people to meet animals, which works against adoption goals.
The new FCAS animal center will include appropriate spaces for meeting animals in a manner that facilitates calm, quality interactions away from distracting stimuli. Community members will be able to meet with FCAS staff and volunteers in private spaces to share information and resources and make the right adoption matches. Additionally, the veterinary clinic can serve constituents by providing spay/neuter surgeries and vaccinations. A facility that enables FCAS to provide community resources will reduce animal issues over time. A well-located facility promotes faster ACO response time, improving public safety.
The new 58,000 square-foot FCAS facility on Fulton Industrial Boulevard provides for the animal welfare of the following:
• 376 Dogs Housed
• 99 Cats Housed
• 6 Livestock, 6-18 Chickens, and 12-24 Other
Community Impact: This effort and impact is necessary to construct a new FCAS that is economical, efficient, and fully functional to meet the long-term space and service needs of the community which creates a healthy environment to the citizens of Fulton County.
Department Recommendation: The Department of Real Estate and Asset Management recommends approval of the proposal to provide Construction Phase Services for a Guaranteed Maximum Price (GMP) for the Construction Management at Risk Services for the new 58,000 square foot Fulton County Animal Services Facility located at 1251 Fulton Industrial Boulevard, Atlanta, Georgia 30318.
The BOC approved on July 14, 2021, Item #21-0521, the recommended proposal to provide the Pre-Construction Phase Services, General Condition and the Construction Management Costs in the amount of $1,878,756.00 to include a Construction Fee Percentage of 2.75% with Winter Johnson Group, a joint venture comprised of the Winter Construction Company and Johnson Construction Services. Now, we are recommending approval to move forward with the GMP for the Construction Management at Risk Services for the new 58,000 square foot Fulton County Animal Services Facility located at 1251 Fulton Industrial Boulevard, Atlanta, Georgia 30318.
The recommended Construction Manager will work in collaboration with the Department of Real Estate and Asset Management, Project Management Team.

Department Issues/Concerns: If this GMP proposal is not approved, the County does not have the capacity, or the expertise, to perform Construction Management @ Risk Services for the new 58,000 square foot Fulton County Animal Services Facility.
