On August 19, 2020, the Board of Commissioners approved a Resolution to accept the Coronavirus Aid, Relief and Economic Security Act (CARES Act) for CDBG CV-1 grant funding (Agenda Item #20-0577).  The County received a notice dated September 11, 2020 informing the County of CDBG CV-3 award of $1,710,860.  The CDBG CV-3 funds will be used to prevent, prepare for, and respond to the coronavirus pandemic for Fulton County’s low to moderate income citizens. 

 

Scope of Work: 

I.                     CDBG recommends funding to municipalities under Cooperation Agreement with Fulton County to administer CDBG CV-3 funds for eligible projects and activities.

§                     A CDBG COVID-CV-3 grant application was released on November 13, 2020 to municipalities on for a 25 day period. 

§                     A Technical Assistance meeting was held November 18, 2020 via Zoom.

Community Impact: CARES Act CDBG and ESG funding will help the County provide additional services for its low and moderate-income citizens.

 

Department Recommendation: Approve the requested action.

 

Project Implications: Approval for the use of these funds will increase the Community Development Department’s ability to provide CDBG COVID-19 services to Fulton County citizens who reside outside of Atlanta.  The CDBG COVID CV-3 grant funds allocation expires on September 30, 2022.

 

Community Issues/Concerns: CDBG CV-3 proposed projects and activities were publicly advertised on May 7, 2021 for a 5 day period as required by HUD, with a public hearing to be held on May 12, 2021 at 1PM via Zoom.

 

Department Issues/Concerns: If the CDBG COVID CV-3, 2019 Substantial Action Plan Amendment is not approved, it will limit the County’s ability to respond to the COVID 19 pandemic.
