Requirement for Board Action

In accordance with the State of Georgia O.C.G.A § 36-91 Georgia Local Government Public Works Construction Law, all competitive sealed proposals (RFPs) for public works construction projects (CM at Risk, Construction PM, D/B Projects) costing $100,000 or more shall be forwarded to the Board of Commissioners for approval.

Summary & BackgroundThe County currently does not have a means of screening for weapons at the entrances to the Government Center.  The Fulton County Police Department and DREAM worked to develop a solicitation to provide an appropriate weapons screening system which will enhance security for constituents, employees, vendors, contractors and all parties that utilize or provide services in the Fulton County Government Center Complex.

 

One proposal was received. A single bid analysis was conducted, and the Department of Purchasing & Contract Compliance has determined it is in the County’s best interest to proceed with awarding this procurement.

 

Scope of Work: The scope of work for this project is to provide and install a high-level touchless screening Weapons Detection System including the connection of six (6) separate touchless screening Entry Units.

 

A 5-year software agreement for each lane is included (requisite recurring annual software agreement costs for all 6 units after five years will be billed separately).

 

Work hours will be regular hours and scheduled weekends required to minimize impact to operation. 

 

Community Impact: The successful completion of this Weapons Detection System will allow the Fulton County Police Department to provide constituents with enhanced security within the Government Center Complex.

 

Department Recommendation: The Department of Real Estate and Asset Management recommends approval. 

 

Project Implications: This contract’s intent is to enhance security for the constituents, employees, vendors, contractors and all parties that utilize or provide services in the Fulton County Government Center Complex, by completing the installation of a high-level Weapons Detection System at various facility entrances. 

 

Community Issues/Concerns: None that the Department is aware.

 

Department Issues/Concerns: If this proposal is not approved, the County will not have the capacity, or the expertise, to perform the installation of a high-level Weapons Detection System.

 

Contract Modification: This is a new procurement.
