Pursuant to the County’s Home Rule powers set forth in Article 9, §2, Par. 1(a) of the Georgia Constitution, “[t]he is governing authority of each county shall have legislation power to adopt clearly reasonable ordinances, resolutions, or regulations relating to its property, affairs, and local government for which no provision has been made by general law and which is not inconsistent with this Constitution or any local law applicable thereto” and Fulton County Code § 1-117 confers upon the Board of Commissioners the exclusive jurisdiction and control over directing and controlling all the property of the county, as they may deem expedient, according to law.

Scope of Work: The Department of Real Estate and Asset Management (DREAM) has received a request from Times Journal Inc., owner of the County’s new legal organ, the South Fulton Neighbor, confirming their desire to assume legal occupancy of 743 square feet of office space in the Fulton County Courthouse at 136 Pryor Street SW that was previously occupied by ALM Media, LLC, the owner of the prior legal organ of the County, the Fulton County Daily Report.

 

The lease agreement with ALM Media LLC expired December 31, 2023 and cannot be amended or assigned. DREAM and the Times Journal Inc. have negotiated mutually acceptable rental terms, that will name Times Journal as the legal tenant and extend the lease term for a period not to exceed (4) years.

 

Community Impact: Approval of a Lease Agreement will allow the Times Journal Inc. to assume legal occupancy of the office space previously occupied by ALM Media LLC within the basement of 136 Pryor Street for the purpose of providing their unique legal services from the same location as ALM Media, LLC.

 

Department Recommendation: It is the recommendations of the Clerk of Superior Court and the Department of Real Estate and Asset Management to approve a Lease Agreement with Times Journal Inc. to formalized rental terms and responsibilities of the County and the tenant.

 

Project Implications: In accordance with Georgia Law, publication of certain legal notices is required by state statute.  After filing legal documents in the appropriate court, customers of the Fulton County Superior and Probate Courts will have convenient access to deliver and publish notices in the County’s new legal organ.
