Summary & Background
Request approval to amend the Memorandum of Agreement (‘MOA”) between Fulton County, as the GA 502 Fulton County Continuum of Care (“CoC”) Collaborative Applicant, and the Georgia Department of Community Affairs (DCA) that was approved at the October 4, 2024 (#23-0663) BOC meeting to reflect the correct grant amount of $72,659.00 instead of $76,484.00. Following the initial BOC approval, DCA notified the Fulton County Department of Community Development on October 24, 2023, that DCA had erroneously reported the HMIS grant amount as $76,484.00 instead of the correct grant amount of $72,659.00. The Department of Community Development now seeks to correct that error with this amended MOA.
The purpose of the MOA is to address the funding obligations delineated for the Fulton County Continuum of Care through the cost Distribution Plan that was approved by the GA HMIS Steering Committee and derived from the HUD-funded CoC HMIS dedicated grant.
The cost-sharing under this Agreement will be applied as follows:

Scope of Work: The HEARTH Act required HUD to establish standards related to HMIS, including standards related to encryption of the data collected and the rights of persons receiving services under the McKinney-Vento Act. The use is a statutory requirement for recipients and subrecipients of the CoC and Emergency Solutions Grant (ESG) funds. DCA is HUD’s lead for the state of Georgia and manages the use of the data system. The cost service agreement and the use of HMIS grant funding support the Fulton County CoC’s use of the HMIS system.
Community Impact: HMIS is a critical tool used to collect client-level data and data on the provision of housing and services to homeless individuals and families and persons at risk of homelessness.
