Pursuant to O.C.G.A. § 36-1-19.1, Fulton County is authorized under the laws of the State of Georgia to enter into contracts for services with individuals, corporations and institutions, for purely charitable purposes, including benevolent purposes for arts and humanities.

Agency Recommendation: The Department of Arts & Culture (FCAC) recommends approval to distribute $142,430 in available FY2026 Contracts for Services (CFS) funds among the 200 approved FY2026 CFS awardees.
Background: On July 15, the Board of Commissioners approved the FY2026 CFS funding recommendations totaling $2,857,643 for 200 awardees. A balance of $142,430 remains available within the FY2026 CFS allocation. Consistent with the direction that these funds be applied only to FY2026 awards, FCAC recommends distributing the full balance among the 200 approved FY2026 awardees. This approach applies the funds entirely to approved 2026 awards, exhausts the available balance, and does not require reopening the application or adjudication process.
Alternatives Considered: FCAC considered funding the five applicants that scored below the funding threshold and reopening the application process. The former was determined impractical given the small resulting award amounts, and the latter was determined too time-consuming to complete within the current cycle. Distribution among the approved FY2026 awardees was identified as the most direct and accountable method of applying the funds as directed.
