Request approval to renew an existing contract - The Department of Diversity and Civil Rights Compliance (DCRC), 25ITB1492196B-RT, Electronic Closed Captioning Transcription Services in an amount not to exceed $40,000.00 with National Captioning Institute, Inc. (Chantilly, VA) to provide qualified Electronic Closed Captioning Transcription services. This action exercises the first of two renewals. One renewal option remains. Effective dates: January 1, 2027, through December 31, 2027. (APPROVED UPON ADOPTION OF THE CONSENT AGENDA)

Requirement for Board Action
In accordance with Purchasing Code Section 102-394(6), the Purchasing Department shall present all renewal requests to the Board of Commissioners at least 90 days prior to the contract renewal date, 60 days if the contract term is six (6) months or less.

Summary & Background
Scope of Work: The Department of Diversity and Civil Rights Compliance requests approval to renew the contract to provide qualified electronic closed captioning transcription services for Fulton County sponsored benefits and services. The vendor will provide all personnel to perform qualified oral language interpreter and written translation services through telephone, personal computer/laptop devices and/or through video remote interpreting as requested by County Department staff 24 hours per day, 7days per week and 365 days per year. Fulton County is required under Title II of the Americans with Disabilities Act and Section 504 of the Rehabilitation Act to provide effective communication for individuals with disabilities at public meetings.
Community Impact: The present request ensures that the County complies with the federally mandated Title II of the Americans with Disabilities Act and Section 504 of the Rehabilitation Act. If this contract request is not approved, Fulton County would risk legal exposure and sanctions, including loss of federal funding.
Department Recommendation: The Department of Diversity and Civil Rights Compliance is requesting the Board of Commissioners approve the selection of electronic closed captioning transcription from National Captioning Institute, Inc.
Project Implications: Failure to approve the renewal could result in a lack of accessibility and effective communication resources at public meetings which are required by Title II of the Americans with Disabilities Act, Section 504 of the Rehabilitation Act. Additionally, countywide access to closed captioning would be unavailable.
