Summary & Background (First sentence includes Agency recommendation. Provide an executive summary of the action that gives an overview of the relevant details for the item.)
The Georgia General Assembly recognizes that statewide coordination surrounding and managing opioid addiction and related disorders is critical to the health and safety of Fulton County residents.
Scope of Work: The current federal grant period ends on September 30, 2026. FDR provides a countywide bridge from overdose risk and behavioral health need to practical help through overdose prevention training and supplies, targeted outreach, care navigation, etc. FDR already has trained personnel, operating procedures, community relationships, referral pathways, and a record of services delivered. Continuing funding preserves an established two-person team and transitions FDR from a federally funded, contract-supported model to a more integrated County-operated model. The program combines harm reduction with active care navigation so that naloxone distribution and overdose education can serve as entry points to longer-term support.
Community Impact: Continued providing resources for support and coordination of pre-arrest diversion services
Department Recommendation: DBHDD recommends approval
Project Implications: Assist with implementing and operating effective policing alternatives and diversion initiatives.
